Manager, Capital and Business Planning Primary Purpose: Oversees planning for capital projects including development of strategic and logistical capital plans, portfolio reporting and approval processes to support the university’s capital initiatives and ensures effective management of all capital initiatives through the development and approval of the projects. Nature of Work: Reporting to the Director, Planning, Design and Construction, the position works closely with the University’s senior administration, internal and external and stakeholders, committee members, and department heads campus wide in support of the development, review and approval of capital projects, while working within the governance structure outlined in USask’s Capital Investment Framework. These efforts are carried out through direct reports, other Planning, Development and Construction staff along with broader VP Administration functions. The type of projects will vary in size and complexity given the immediate needs of the organization. The work is high volume and complex, and decisions ranging from the routine to the critical are required on a regular basis. Professional judgment is required to review their own and others’ work and to carry out diverse projects. The position routinely addresses complexities and requirements impeding the delivery of projects. Must meet deadlines imposed by internal requirements and regulatory agencies. The position requires well-developed organizational skills. Overall planning and governance, analysis or recommendations could have significant implications on the resources available to projects and available to meet USask priorities. Accountabilities: Act as liaison and provide support for Land and Facilities (Board of Governors), Committees, Senior Administration, University personnel (management and faculty) and government representatives involved in various aspects of planning and development, approval and reporting of capital projects. Core responsibility for management and preparation for meeting processes and reporting for Land and Facilities Committee, Senior management, project teams, government representatives and external agencies for capital projects ensuring compliance with university policies and practices and appropriate due diligence during development and approval of the projects. Identify and support with appropriate data, the priority justification for capital projects related to the strategic directions and objectives of the university and the Colleges/units involved with capital planning and projects. Development of reports and briefing notes to senior administration related to the management and direction for wide range of major capital projects. Support all matters and decision bodies related to, or involved with project governance by providing accurate and expert advice through the compilation and provision of statistical data that is accurate, concise and timely. Work collaboratively in a leadership role to identify, support and implement procedures and policies that ensure a high level of support is provided to personnel as necessary to successfully deliver capital projects. Develop Provincial Annual Capital Plan and Board of Governor’s Annual Capital Projection to provide direction in alignment with the strategic goals of the University and Colleges. Providing analysis, summaries and reports to address requirements of University committees, funding agencies, and government ministries in relation to capital projects. Create and deliver presentations to University committees, Board of Governors, government departments and the various committees for each project and the overall capital portfolio to ensure effective decision making information is provided in a in a timely and concise manner. Continuously evaluate the effectiveness of practices and procedures related to capital projects and initiatives as it relates to Project Governance, the Capital investment Framework and related reporting. Oversee the development of efficient and responsive work processes that reduce liability and risk to the University while complying with legislation and follow University policies and procedures. Oversee assignment or allocation of projects and requests for assistance between various groups within Planning, Design and Construction (triaging of incoming requests). Manage capacity planning for direct reports involved in project planning, estimating and general campus support. Lead a group of specialists and ensure success of direct reports, participating in all aspects of the employee life cycle up to and including termination. Ensure deadlines are met for ongoing multiple projects through effective management of the planning, design and approval processes. Responsible to build and maintain professional, collaborative working relationships with a wide range of senior administrators, faculty, staff, departments and units, as well as various government agencies to meet strategic directions and the capital projects needs of the University. Qualifications: Education: A post-secondary degree with focus on business administration and governance. An equivalent combination of education and related experience will be considered for this position. Experience: Seven to ten years of relevant experience, preferably in a university setting. Knowledge and exposure to the capital project lifecycle is advantageous. Skills: Ability to analyze and clearly present project and portfolio reports Proven ability to carry out operational reviews and to develop innovative and effective processes and practices Excellent written and verbal communication skills Ability to balance various responsibilities, tasks, and projects simultaneously, prioritizing, focusing and adjusting energy and resources to ensure they are completed Ability to work independently and sound knowledge of business information technology tools Performance competencies in leadership, relationship building, embracing change, teamwork, personal effectiveness, negotiation, influence and persuasion, innovation and problem solving Competencies Competencies are attributes, behaviours, manner and style of how skills and knowledge are applied to the position.
