GENERAL DESCRIPTION: Under the direction of the Compensation and Benefits Supervisor, the Human Resources Analyst plays a crucial role in collecting, structuring, analyzing, and reporting on processes and data within Human Resources (HR). The Analyst is responsible for identifying and assisting with solving HR related issues, while ensuring adherence to the Municipality’s policies, procedures, and objectives. The incumbent will analyze and evaluate data and reports, and report findings to relevant leaders and provide recommendations. Responsibilities may also include participating in special projects as assigned. RESPONSIBILITIES: Works with HR employees to determine the vision and requirements of the HCM-SAP system. Coordinates the testing of the sustainment model as required. Leads and tracks the status of requirements throughout each project. Communicates changes, enhancements, and modifications of business requirements – verbally or through written documentation to HR leaders or other stakeholders to ensure issues and solutions are understood. Represents the department in various internal committees, collective bargaining, and cross functional meetings. Maintain HR data integrity by ensuring the accuracy and consistency of input data. Audit HR data and troubleshoot irregularities. Support data governance processes. Serves as a liaison between Human Resources and other departments. Provides information and advice on human resources issues, ensuring compliance with applicable policies and procedures; investigates, mediates, and resolves issues. Performs data extracts, generates reports, and compiles information for collective bargaining purposes in support of management. Utilizes forums such as workshops, questionnaires, surveys, workflow storyboards, use cases, scenarios and other methods to gather information for requirements. Works closely between the Information Technology and HR teams to ensure that user requirements are translated into functional requirements which are clear and concise. Performs confidential research related to human resources issues; compiles and evaluates data and makes recommendations to appropriate individual(s). Initiates the review and analysis of information and makes recommendations on system and process changes. Identifies and establishes scope and parameters of requirement analysis on a project-by-project basis. Works with the HR team to identify and prioritize requirements. Understands the effectiveness and efficiencies of existing business processes and develops strategies for enhancing or further leveraging these processes by completing research and then reviewing and analyzing the data found.  Ensure that the requirements asked are complete, consistent, comprehensive, feasible and conforms to organizational standards. Conducts peer reviews to ensure that the HR requirement specifications are correctly interpreted. Reviews decision documents to ensure functionality is correct and sign off for development. Assesses, understands, and communicates the risk of impacts of changed configuration in the live environment. Supplies completed, confirmed requirements for configuration to the HR leadership team. Completes user acceptance testing and integration testing with Finance. Completes post-transport activities including identifying and creating new business processes and distributing to the HCM team. QUALIFICATIONS KNOWLEDGE, SKILLS, AND ABILITIES: Excellent interpersonal and communication skills, both verbal and written. Working knowledge of Payroll, Organizational Management, Benefits, Personnel Administration, and Time procedures and guidelines. Proficient in HCM and SAP modules. Proven experience with business and technical requirements analysis, elicitations, modeling, verification, and methodology development. Ability to create systematic and consistent requirement specifications in both technical and user-friendly language. Ability to make judgements and decisions on confidential matters, and plan and manage complex administrative systems and practices. Strong business acumen, with a demonstrated ability to independently assess situations from a business perspective. Exceptional problem solving, analytical, and statistical skills with the ability to apply them to system issues and products and projects as required. Understanding of application development and software development life cycle concepts. General understanding of Collective Agreements. Strong team player with a collaborative style. Proven customer service focus with demonstrated ability to build effective relationships with internal customers and external providers. Ability to effectively prioritize workloads and execute tasks while under strict deadlines. Strong research, analysis, and reporting skills. Expert level proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook). EDUCATION AND EXPERIENCE: Diploma in Business Administration or Human Resources is required. Business Analysis Certification and/or entry level designation with the International Institute of Business Analysis (IIBA) is considered an asset. An equivalent combination of education and experience may be considered. Five (5) years of experience in a payroll environment, with two (2) years in the use of SAP or another ERP system, and one (1) year of experience with data analytics is required. Previous Human Resources and/or payroll accounting experience is considered an asset. Previous project implementation experience is considered an asset. Experience working in a public-sector environment with unionized and non-unionized employees is an asset. OTHER REQUIREMENTS: Submission of a Criminal Record Check. SAFETY:  As an employee of the Municipality, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive. As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Municipality the health and safety of employees, contractors and the public.
