Work arrangements:Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). The Senior Project Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.The Office of Facilities Renewal Management has the mandate to lead the prioritization of future NRC facility recapitalization projects and deliver research facilities and real property renewal projects to support NRC’s transformation journey into a more advanced research and technology organization that supports Canada’s science, technology and innovation ecosystem.Under the direction of the Executive Director, infrastructure Project Management Office (iPMO), the Senior Project Manager provides project management support to Research Centres for the development of project charters and project management plans for scientific facilities and/or real property projects and ensures that the projects they are assigned are delivered, that schedules and budgets are adhered to, and that stakeholder expectations are met. The incumbent leads a multi-disciplinary teams in a matrix environment, drawing on subject matter experts from Research Centres, Real Property Planning and Management engineering leads, project coordinators, procurement agents, comptrollers and administrative staff and liaising with internal and external stakeholders.The incumbent prepares project charters, project management plans, status reports and all required documents to comply with OFRM framework requirements. They also support the OFRM performance planning by monitoring of the day-to-day progress and budget of the projects as well as other related activities.Screening criteria Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates: Education University degree in science, engineering, project management, or in another field that is relevant to the duties of this position.Formal designation as a Project Management Professional (PMP) from the Project Management Institute (PMI) could be considered an asset. For information on certificates and diplomas issued abroad, please see Degree equivalencyExperience Recent and significant** experience managing large and complex projects such as: scientific, institutional, real property or industrial infrastructure projects. Recent and significant experience applying project management principles and best practices. Experience managing multi-disciplinary teams and multi-partner resources in a matrix environment, including staff, sub-contractors and complex procurement aspects. Experience reporting to senior management on project performance including reviewing, producing and analyzing project performance indicators, such as those related to costs, schedule, quality, client satisfaction and project team engagement. Experience providing recommendations on issues resolutions. Experience engaging with internal and external stakeholders in a complex environment. Experience managing projects in a Research and Technology environment could be considered an asset. Experience in the Federal Government environment would be considered an asset. **Significant: At least 7 years of experience.Condition of employment Secret ClearanceA thorough security clearance process will be applied. For a Secret Clearance, verification of background information over a period of 10 years is required. Individuals must have lived in Canada for a sufficient period of time to enable the security screening process. Extensive knowledge in the construction industry, specifically in the management of scientific and/or institutional and/or industrial infrastructure and/or real property projects. Ability to create detailed project plans, coordinate team activities, run team meetings, track progress and communicate with stakeholders (internal and external). Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.
