ABOUT THE ROLE Reporting to the Manager, Payroll Services, is responsible for assisting and supporting the administration of the Region’s payroll production process including: providing advice and support to payroll and Regional staff on payroll related issues, including interpretation of HR policies and practices as it relates to payroll; project coordination of various systems enhancements with IT, including testing and troubleshooting issues; supporting the various interfaces, both delivered and developed in-house as they impact the payroll and time and labour module; providing input to and participating in the execution of statutory and collective agreement obligations; developing and maintaining various standardized reports and queries. WHAT YOU'LL BE DOING Works with Information Technology (IT) on software installation, upgrade tasks and patches. Assists IT in the implementation of application systems as it relates to timekeeping and payroll monitoring to ensure applications are operating as designed and optimally. Liaises with the Manager and/or Payroll Supervisor, Technical Support Team and People, Equity and Culture Branch, to troubleshoot any system problems and works in cooperation with this group to develop and implement necessary changes. Works with the Manager and/or Payroll Supervisor to develop and report on management information in support of benchmarking, Departmental requirements and salaries expenses. Work with the Manager, Payroll Services and the ERP Team Lead to assist in preparation, testing and implementation of the new ERP system Assists with the preparation of OMERS broken service, disability election forms, Form 119, buybacks, and leaves for both employees and OMERS as requested. Works to define and interpret user/Branch requests and develop specific requirements to support their initiatives Assists the Manager with cost analysis/projections for a variety of confidential compensation related matters for use by People, Equity and Culture management staff. Consults with the Manager and/or Payroll Supervisor and liaises with People, Equity and Culture Branch, regarding confidential labour relations matters, as requested. Develops education materials, reference documents, user manuals and customer-focused training sessions for payroll processes Performs other duties as assigned, in accordance with Branch and Department objectives. WHAT WE'RE LOOKING FOR Successful completion of a Community College Diploma in Business Administration, Computer Systems, Accounting or a related field or approved equivalent combination of education and experience. Completion of the Payroll Compliance Practitioner (PCP) designation from the National Payroll Institute or demonstrated experience and knowledge equivalent to the skills acquired through the completion of the program. Demonstrated experience with and strong knowledge of payroll/HRMS/time and labour applications, including PeopleSoft and Kronos. Knowledge of payroll systems and practices, collective agreement interpretation, and applicable legislation. Knowledge of and demonstrated ability in corporate core competencies including Communication, Innovation, Teamwork and Collaboration, and Personal Ownership.
