The Assembly of First Nations (AFN) is an advocacy organization, taking direction and fulfilling mandates as directed by First Nations in-Assembly through resolutions. As a national advocacy organization for First Nations, the AFN seeks to advance First Nations Inherent and Treaty Rights through the development policy, public education and where applicable, the co-development of legislation to build First Nations capacity.

The Role

The Assembly of First Nations (AFN) Housing and Infrastructure Sectoris seeking a highly skilled and motivated individual with expertise in infrastructure to conduct research, analyze data, develop policy recommendation, draft reports, policy frameworks, meeting minutes, and briefing materials.

Reporting to the Director of Housing and Infrastructure, the Senior Policy Analyst has the following key duties and responsibilities:

Responsibilities:

  • Lead the development and implementation of policies related to First Nations infrastructure (includes community infrastructure, housing, clean drinking water ect.) considering the unique cultural values, and aspirations of First Nations.
  • Conduct research, analyze data, and assess trends and issues to inform policy recommendations.
  • Partner Engagement: Collaborate with First Nations organizations, government agencies, community leaders, and other stakeholders to gather input, address concerns, and ensure that policies are inclusive and responsive to community needs. Facilitate consultations, meetings, and workshops to promote meaningful engagement.
  • Policy Analysis: Evaluate existing infrastructure related policies, programs, and initiatives to identify gaps, inefficiencies, and areas for improvement. Conduct policy analysis and provide evidence-based recommendations to enhance the effectiveness and impact of First Nations strategies.
  • Strategic Planning: Contribute to the development of long-term strategic plans for First Nations infrastructure, aligning with broader government objectives and priorities. Identify key goals, targets, and performance indicators to measure the success of related policies and programs.
  • Collaboration and Coordination: Work collaboratively with cross-functional teams, including researchers, economists, program managers, and communications specialists, to ensure a coordinated and integrated approach to First Nations /housing policy development and implementation.
  • Monitoring and Evaluation: Establish monitoring and evaluation frameworks to assess the outcomes and impact of infrastructure related policies and programs. Regularly review and analyze data to track progress, identify emerging issues, and make evidence-based recommendations for adjustments or enhancements.
  • Policy Communication: Prepare clear and concise reports, position statements, briefing notes, presentations, and documents to effectively communicate policy recommendations, outcomes, and progress to senior management, government officials, First Nations leaders, and the public.

Qualifications:

  • Candidates must have a post-secondary degree/diploma in civil engineering/technology, or other related fields or extensive experience (at least 5-10+ years).
  • Candidates must also have a minimum 5+ years experience in conducting research, analyzing information and policy experience in First Nations communities, or equivalent combination of education & experience.
  • Candidates will have demonstrated experience in writing proposals and reports, leading discussion groups, and synthesizing information into policy positions and documents.
  • Candidates should also have experience in developing intergovernmental partnerships including CIRNA and ISC, First Nations governments and other First Nations governments and/or other related Federal and Provincial departments and their various programs and initiatives related to First Nations.
  • Must have in-depth knowledge and understanding of First Nations infrastructure.
  • Superior verbal and written communication skills; and the ability to interpret material and policies for general and First Nation audiences.
  • Must possess excellent team building, listening, coaching, group facilitation skills, and creative problem resolution skills.
  • English is the working language although the ability to communicate effectively in French or any First Nations language would also be an asset

Le Secteur du logement et des infrastructures de l'Assemble des Premires Nations (APN) est la recherche d'une personne hautement qualifie et motive, possdant une expertise en matire d'infrastructures, pour mener des recherches, analyser des donnes, laborer des recommandations stratgiques ainsi que rdiger des rapports, des cadres stratgiques, des comptes rendus de runions et des documents d'information.

Relevant du directeur du Logement et des Infrastructures, l'analyste principal(e) des politiques a les principales fonctions et responsabilits numres ci-dessous.

Responsabilits

  • Diriger l'laboration et la mise en uvre de politiques lies aux infrastructures des Premires Nations (infrastructures communautaires, logement, eau potable, etc.) en tenant compte des valeurs culturelles et des aspirations uniques des Premires Nations.
  • Effectuer des recherches, analyser des donnes et valuer les tendances et les enjeux afin de formuler des recommandations stratgiques.
  • Mobilisation des partenaires : Collaborer avec les organisations des Premires Nations, les organismes gouvernementaux, les dirigeants communautaires et d'autres parties prenantes afin de recueillir des commentaires, de rpondre aux proccupations et de veiller ce que les politiques soient inclusives et rpondent aux besoins de la communaut. Faciliter la tenue de consultations, de runions et dateliers afin de promouvoir un dialogue significatif.
  • Analyse des politiques : valuer les politiques, les initiatives et les programmes existants en matire d'infrastructures afin de cerner les lacunes, les inefficacits et les domaines amliorer. Analyser les politiques et formuler des recommandations fondes sur des donnes probantes afin d'amliorer l'efficacit et les retombes des stratgies des Premires Nations.
  • Planification stratgique : Contribuer l'laboration de plans stratgiques long terme pour les infrastructures des Premires Nations, en s'alignant sur les objectifs et les priorits plus vastes du gouvernement. Dfinir des objectifs cls, des cibles et des indicateurs de rendement pour mesurer le succs des politiques et des programmes connexes.
  • Collaboration et coordination : Travailler en collaboration avec des quipes interfonctionnelles, notamment avec des chercheurs, des conomistes, des gestionnaires de programmes et des spcialistes en communication, afin d'assurer une dmarche coordonne et intgre de l'laboration et de la mise en uvre des politiques sur le logement des Premires Nations.
  • Suivi et valuation : tablir des cadres de suivi et d'valuation pour valuer les rsultats et l'incidence des politiques et des programmes lis aux infrastructures. Examiner et analyser rgulirement les donnes afin de suivre les progrs, de cerner les nouveaux problmes et de formuler des recommandations fondes sur des donnes probantes en vue d'ajustements ou d'amliorations.
  • Communication stratgique : Prparer des rapports clairs et concis, des noncs de position, des notes d'information, des prsentations et des documents afin de communiquer efficacement les recommandations stratgiques, les rsultats et les progrs aux cadres suprieurs, aux reprsentants du gouvernement, aux dirigeants des Premires Nations et au public.

Qualifications

  • Les candidats doivent tre titulaires d'un diplme d'tudes postsecondaires en gnie civil ou en technologie, ou dans une autre discipline connexe, ou possder une vaste exprience (au moins 5 10 ans).
  • Les candidats doivent galement avoir au moins cinq ans d'exprience dans la conduite de recherches ainsi que dans l'analyse d'informations et de politiques dans les communauts des Premires Nations, ou une combinaison quivalente d'ducation et d'exprience.
  • Les candidats doivent possder une exprience avre de la rdaction de propositions et de rapports, de l'animation de groupes de discussion et de la synthse de l'information en vue de l'laboration de positions et de documents stratgiques.
  • Les candidats doivent galement avoir de l'exprience dans l'tablissement de partenariats intergouvernementaux, notamment avec la RCAANC et SAC, les gouvernements des Premires Nations et d'autres gouvernements des Premires Nations ou d'autres ministres fdraux et provinciaux connexes et connatre leurs divers programmes et initiatives lis aux Premires Nations.
  • Les candidats doivent avoir une connaissance et une comprhension approfondies des infrastructures des Premires Nations.
