Under the authority of the Professional Engineers Act , PEO licenses and governs over 91,500 licence and certificate holders and regulates the practice of professional engineering in Ontario. PEO's mission is to regulate and advance the practice of engineering to protect the public interest. With a talented, multidisciplinary staff of over 100, PEO's vision is to be a trusted leader in professional self-regulation.

The Manager, Policy is responsible for leading the development and implementation of policy that supports the organization's regulatory and strategic objectives. The scope of work includes conducting in-depth research, analysis, and formulating policy recommendations, ensuring alignment with relevant laws, PEO's policy development framework, and industry best practices. The incumbent manages a team of policy analysts, works collaboratively with other departments, and drives PEO's policy and strategic initiatives forward.

The Manager, Policy will also serve as part of PEO's management team, working with colleagues across the organization to help guide and deliver our mandate of regulating the engineering profession in the public interest.

Responsibilities:

  • Lead PEO's regulatory policy function, including research, policy impact analysis, preparation of policy recommendations options for approval, as well as ongoing monitoring and evaluation.
  • Consistently deliver high-quality regulatory policy that is evidence-based, proportionate to the risks of harm, and informed by comprehensive stakeholder feedback, presented in a way that supports informed and effective decision-making.
  • Prepare and present briefing notes and policy impact assessments to the Regulatory Policy and Legislation Committee and Council, ensuring clear, concise information on background material, relevant legislation and policies, and the analysis of policy options and their potential impacts for sound decision-making.
  • Draft policy intent for Act, Regulation, and By-Law Changes and manage the processes for each, including documentation (e.g. Preliminary Regulatory Impact Assessments) for the Ministry of Attorney General.
  • Collaborate with other PEO teams to identify key regulatory issues and necessary changes to legislation and regulations governing the profession, ensuring effective regulation in the public interest.
  • Identify, monitor, and analyze key regulatory policy issues and developments relevant to PEO, partnering with subject matter experts to provide senior leadership with strategic advice on the implications of regulatory policies and decisions.
  • Maintain strong, professional working relationships with other Ontario regulatory bodies and Canadian engineering associations.
  • Ensure that the PEO's regulatory policy work is based on sound, credible evidence research, and objective analysis.
  • Ensure the team delivers relevant research-based insights to advance policy and internal processes.
  • Collaborate on various departmental and inter-departmental projects as assigned.

Specialized Skills & Knowledge:

  • Significant policy experience in a regulatory environment or government is required. Experience in professional regulation is considered a strong asset.
  • Extensive legislative, policy frameworks and regulatory expertise
  • Strong knowledge of current and emerging research and policy analysis methodologies.
  • Exceptional understanding of legislative and regulatory, policymaking processes.
  • Strong presentation, written and verbal communication skills and ability to synthesize large amounts of information quickly
  • Familiarity with the Professional Engineers Act and Regulations.
  • Ability to think strategically and creatively even within a prescribed legislative framework
  • Identify opportunities and issues related to regulatory policy development and implementation.
  • Ability to build and maintain productive working relationships with internal and external stakeholders (the public, Council and applicable committees).
  • Ability to prioritize, plan and work under pressure to deliver required outcomes.
  • Exceptional attention to detail and proven ability to self-direct work.
  • Ability to lead and motivate a team to deliver effective results.
  • Superior people management skills to produce high quality team results and outcomes, including delegation, coaching, development and performance evaluation.
  • Excellent organizational, communication, and decision-making skills to direct and manage the activities of the Policy department.
  • Creativity, innovation and an ability to identify and implement effective process and policy improvements.
  • Strong document review and critical thinking skills.
  • Proven conflict management/resolution skills

Education/Qualifications:

  • Post-secondary degree in Public Administration, Law, Public Policy or equivalent combination of education, training, and professional experience.
  • Minimum of 7 years of professional experience in a policy environment
  • Demonstrated people management experience.
