Who we are?
The pan-Canadian Pharmaceutical Alliance (pCPA) brings together provincial, territorial, and federal governments for the purpose of increasing and managing access to clinically relevant and cost-effective medicines. Through collective negotiations, the pCPA has realized overall savings (as of April 1, 2024) for governments of $3.72 billion annually for brand name drugs and $914 million annually for generic drugs totaling $4.63 billion annually. Ten years after its creation – and supported by a new strategic plan launched in April 2022 – the pCPA is now evolving into a more formal organization with a new governance model, an expanded staffing structure and improved decision-making processes.
About the role
The senior analyst is accountable to the manager, Negotiations (Generics), by developing, leading, and coordinating research, analysis, and assessments and provides administrative assistance to the Negotiations (Generics) division of the pan-Canadian Pharmaceutical Alliance Corporation (the "pCPA").
This role involves providing project support and expertise in developing, implementing, and evaluating operational policies for various pCPA initiatives and strategic goals. The senior analyst is responsible for reviewing and analyzing drug-related reports, submissions, and inquiries from stakeholders, particularly regarding the interpretation of policies related to the pCPA.
The ideal candidate has 4 to 6 years of relevant experience, is an effective communicator, collaborates well with various stakeholders, and demonstrates proven experience in project coordination, problem-solving, and time management. Experience in the health sector, government or regulatory organization is a plus.
Candidates have a degree in Health Economics, Business Management, Pharmacy, or a related field. A strong understanding of the Canadian pharmaceutical industry and government processes is an asset.
Candidates who do not meet the education requirements but have significant related experience will be considered.
Specific deliverables and authorities
- Supports all aspects and functions of the generic drug review and assessment process, including but not limited to, Tiered Pricing Framework assessments, adhering to expected timelines for pricing assessments, responding to both manufacturer and drug plan inquiries, and maintaining robust record-keeping of generic databases.
- Collaborates with internal and external stakeholders to resolve issues.
- Maintains data and records according to the pCPA Records Management Policy.
The senior analyst is expected to work independently to complete or maintain projects with preexisting templates or approaches. Selected examples, but not limited to, include the Tiered Pricing Framework, Historical Products Policy, and Line Extension assessments and pre-assessments.
General deliverables
Projects, issues, and inquiries
- Coordinates, prepares, and writes policy, option papers, slide presentations, memos, and briefing notes for senior management/executives, involving a variety of drug-related matters.
- Analyzes the issues involved, identifies implications, and plans and coordinates required activities with staff and legal counsel to ensure accuracy and thorough assessment of the issues and completion of final submissions within strict pre-determined deadlines.
- Reviews and analyzes inquiries from all levels relating to drug related issues and interpretation of policies and guidelines.
- Researches and consults with staff and other stakeholders to ensure accurate and up-to-date information is provided for senior management/executive approval.
- Coordinates and writes responses, briefing notes, and correspondence.
Program and policy development and evaluation
- Leads and/or participates in project teams in issue identification, analysis and synthesis of research and related materials, stakeholder consultations, impact analysis, and development of options and recommendations, operational policy development, and evaluation of projects and initiatives.
- Leads and/or participates in the development and/or revision of applicable policies as related to strategic goals.
- Provides advice to senior management, inter-jurisdictional working groups, committees, and external stakeholders in the interpretation and application of policy, procedures, standards, and operational directives that are related to pCPA.
- Develops and maintains relationships with the federal, provincial, and territorial jurisdictions, and other external stakeholder groups to develop and implement a coordinated response to a wide range of topics.
- Leads and/or participates in the oversight and maintenance of advisory committees regarding meeting logistics and planning, procurement, evaluation and analysis, and ensuring compliance with policies, procedures and best practices.
Freedom of information requests and privacy protocol
- Leads and coordinates the preparation of responses and/or decisions relating to the approach for final recommended access decisions on behalf of the pCPA to requests for access to information under the Freedom of Information and Protection of Privacy Act (FIPPA) and the Personal Health Information Protection Act (PHIPA).
- Consults with staff and ministry's FOI legal counsel to gather, collate, and analyze records to ensure FOI requests are accurately processed for approval.
- Provides advice and guidance to senior management on privacy-related issues, and the collection, use, retention, and disclosure of personal health information.
- Coordinates training sessions for the pCPA on maintaining confidentiality of personal health information.
Operational planning
- Facilitates and/or supports committees, working groups, and research programs and projects by analyzing and evaluating policy directions and proposed initiatives and projects, providing and/or presenting information, advice, and/or recommendations regarding options for changes or new initiatives.
- Leads and/or participates in the development of business plans, records arrangement, and agreements.
Stakeholder relations and committee work
- Represents the pCPA, participates in project task groups and/or committees and collaborates with the provincial and territorial health ministry to seek input and approvals for coordinated responses to programs, operational policies, and strategies.
- Represents the pCPA liaises with external stakeholders such as agencies, regulated colleges, professional associations, provincial and territorial counterparts, and healthcare providers to discuss issues impacting pCPA objectives.
- Acts as the liaison to relevant advisory agencies that provide advice to the pCPA.
- Incorporates recommendations from agencies to inform decision-making in alignment with the pCPA mandate.
Accountability
- Accountable to the manager, Negotiations (Generics).
Qualifications
Education and experience
- A degree in Health Economics, Business Management, Pharmacy, or a related field, along with 4 to 6 years of equivalent experience, will be considered.
- Experience in the health sector, government or regulatory organization is an asset.
- Experience with FIPPA is an asset.
Skills and abilities
- Strong understanding of the Canadian pharmaceutical industry and government processes.
- Strong written and verbal communication skills, including demonstrated proficiency in delivering presentations to the Board and external stakeholders.
- Exceptional ability to understand, engage, and respond to the needs of internal and external stakeholders, building effective relationships and fostering a dynamic organizational culture.
- Proven problem-solving abilities, adaptability, and ability to exercise astute executive judgment when making decisions.

- Analyzes options, makes recommendations, and suggests improvements within the functional area.
- Provides advice to others on task completion without performance management duties.
- Strong understanding of business operations and digital technologies.
Employment terms
- The hiring salary range for this full-time permanent position is $80,700-$94,900 . This range reflects the salary for candidates with varying experience levels, job knowledge and qualifications relevant to the position. Specific offers will be based on individual backgrounds and qualifications.
