The Nunavut Impact Review Board (NIRB) is a leading environmental assessment agency in Nunavut, dedicated to protecting and promoting the well-being of the environment and the people of Nunavut. Our mission is to assess the potential impacts of proposed projects and make recommendations and decisions about which projects may proceed.
Key ResponsibilitiesAs an Environmental Sustainability Specialist or Senior Environmental Sustainability Specialist, you will be responsible for leading the assessments of proposed development projects and monitoring programs for approved projects referred to the NIRB. Your key responsibilities will include:
- Impact Assessment: Supports and/or leads impact assessments of major development projects of minimal to significant complexity or concern.
- Reporting and Communication: Drafts public correspondence, operational/technical reports, and recommendations on behalf of the NIRB.
- Technical Review: Reviews technical documentation and comment submissions, delivering accessible and objective summaries, findings, and recommendations.
- Cultural Considerations: Provides consideration for traditional knowledge and Inuit Qaujimajatuqangit in impact assessment processes.
- Community Engagement: Assists with and/or conducts community-level consultation with potentially affected individuals, groups, or organizations.
- Project Management: Provides assistance to project proponents to ensure that studies and consultation programs are conducted in a sound manner, consistent with accepted methods and techniques.
You will also be responsible for supporting the content planning and facilitation of community engagements, technical workshops, and public hearings in a way that ensures the objectives of engagement processes are achieved.
Qualifications, Skills, and ExperienceWe are looking for candidates with a strong background in environmental sciences and/or natural sciences, combined with relevant experience in a similar position. Specific qualifications and skills include:
- A graduate degree in Environmental Sciences and/or Natural Sciences, or related area(s), combined with 1-3+ years of experience in a similar position.
- An undergraduate degree in Environmental Studies and/or Natural Sciences, combined with a minimum of 3-5+ years of experience in a progressively senior position.
- Personal and professional experience in the Arctic or in a cross-cultural setting, considered a strong asset.
- Familiarity with the provisions of the Nunavut Agreement and Nunavut Planning and Project Assessment Act.
- Knowledge of environmental assessment procedures and processes, as well as matters related to environmental legislation and regulations.
- Understanding of subject matter and lines of inquiry regarding assessment, biophysical, social, and economic environments.
- Knowledge of consultation strategies and project management techniques for coordinating and carrying out environmental screenings and/or assessments of project proposals.
- Understanding or awareness of the roles, mandates, and authorities of Institutes of Public Government, government agencies, regulatory authorities, and Designated Inuit Organizations within natural resources, lands, and environmental management regime of the Nunavut Settlement Area, considered a strong asset.
- Written and/or verbal conversational fluency in Inuktut, considered a strong asset.
The successful candidate will have excellent interpersonal skills, with the ability to lead and influence parties to achieve common objectives, facilitate development, manage conflicts, and changes in priorities. They will have a passion for maintaining Northern Canada's natural environment through an alignment with the NIRB's mission, values, and mandate.
Compensation and BenefitsThe NIRB offers a comprehensive combination of benefits and incentives, including:
- Supplemental Northern Living Allowance up to $28,457 for employees without dependents and up to $47,428 for employees with dependents.
