Job Overview

The Director, Contract Management position plays a critical role in overseeing our physical assets, including facility master planning, capital planning, property acquisition, management, and disposal, as well as project management of seismic remediation projects, new district facilities, additions, and major upgrades/renewals.

This leadership role reports directly to the Secretary-Treasurer (or designate) and collaborates closely with the Director, Facilities Services, and other senior district managers to drive strategic initiatives and achieve our goals.

Responsibilities
  • Leadership and Direction: Provide overall leadership and direction to the Richmond Project Team (RPT), ensuring effective planning, management, and implementation of capital projects and facility-related initiatives.
  • Project Planning and Management: Develop and implement comprehensive project plans, including budgeting, scheduling, and resource allocation, to ensure timely completion of projects.
  • Property Portfolio Management: Analyze, negotiate, and recommend land use, acquisitions, disposals, easements, rights-of-way, leases, and license agreements to optimize our property portfolio.
  • Capital Planning and Reporting: Prepare, submit, and maintain accurate records for the District's Long Range Facilities Plan, Capital Plan, and department/program accommodation plans.
  • Stakeholder Engagement: Collaborate with the Board, senior management team, Ministry of Education, and other key stakeholders to develop and implement the District's capital program and ensure timely submission of required documentation.
  • Talent Development and Management: Recruit, mentor, and professionally develop assigned staff and contract employees to ensure they have the necessary skills and knowledge to excel in their roles.
  • Compliance and Risk Management: Ensure compliance with Board Policy, Ministry of Education policies and regulations, BC Building Code, BC Fire Code, Municipal Bylaws, WorkSafeBC regulations, and Collective Agreement requirements.
  • Communications and Representation: Manage internal and external communications, represent the RPT on the District's Executive Team and other committees, and provide leadership to foster a culture of excellence and accountability.
Qualifications and Experience
  • Education and Designation: Bachelor's degree and professional designation as an engineer or planner are essential.
  • Leadership Experience: Minimum ten years of recent experience in progressively more complex and senior management leadership roles in a large, unionized, multi-site organization, with significant experience in planning, design, construction, and maintenance of facilities projects and operations.
  • Strategic Thinking and Collaboration: Proven ability to navigate political, structural, policy, financial, and process constraints in a team-based and collaborative manner.
  • Coaching and Leadership Skills: Ability to implement supportive management techniques, lead and coach team members, supervise and provide direction to staff, consultants, and contractors.
