Job Description

As a Capital Projects Engineer at Njoyn, you will play a critical role in planning, designing, and managing various city capital and operating projects. Your primary responsibility will be to oversee the delivery of high-quality engineering services that meet the needs of our community.

Main Responsibilities:

  • Manage complex capital and operating design and construction projects by working closely with City Operations to obtain inputs for project plans;
  • Plan projects, apply standards, and optimize procedures and schedules;
  • Prepare project plans and budgets according to sound project management methodology and engineering principles;
  • Prepare terms of reference for engineering consultant services, participate in selection, and ensure high standards in their work;
  • Oversee and manage hired consultants and contractors throughout project completion;
  • Initiate processes and prepare submissions for environmental approvals, rezoning requests, property acquisitions, and public consultations;
  • Administer the City's policy for tendering construction contracts and guide consultants accordingly;
  • Measure project performance, provide analysis, and report on status;
  • Manage projects with accountability for quality assurance, results, budget management, and resource utilization;
  • Prepare and submit funding applications for various City service areas;
  • Manage Technologist staff.

Maintaining Infrastructure Integrity:

  • Assess technical needs, issues, and construction management, providing quality reports on engineering standards and projects;
  • Provide technical guidance and advice to operations and technical staff to ensure effective and sustainable construction and maintenance practices;
  • Ensure quality standards and appropriateness of engineering plans, drawings, and construction specifications in compliance with all statutes, regulations, recognized quality standards, and certificates of approval to operate;
  • Participate in 24/7 Department Duty Manager Rotation, providing after-hours responsibility for and direction of emergency and other unplanned services.
