The Government of Nova Scotia is seeking a highly skilled and experienced Controller to join our team. In this role, you will be responsible for the preparation and analysis of financial reports, budgets, and forecasts for the organization. You will also provide key evaluations, advice, and recommendations to senior management regarding accounting policies, procedures, and internal controls.
Primary Accountabilities- Financial Reporting and Analysis: Contribute to the maximum operating efficiency of the organization through the accurate, timely, and quality delivery of financial reporting and analysis.
- Accounting and Budgeting: Ensure the organization is in accordance with Generally Accepted Accounting Principles, Public Sector Accounting Board Standards, and Government Accounting policies.
- Internal Controls: Contribute to a strong system of internal control by ensuring adherence to existing controls and policies, and providing assistance and consultation to the organization for new and existing accounting, financial, and operational policies and procedures.
- Financial Planning and Budgeting: Lead the preparation of the annual budget and financial plan, and provide support and guidance to budget owners in their preparation of budgets and forecasts.
- Financial Management: Manage the work assignments of staff to ensure that services provided are timely, accurate, and enquiries are responded to in an efficient and satisfactory manner.
- Financial Analysis and Reporting: Provide financial analysis and reporting to support business decisions, and develop recommendations regarding financial management strategies.
- Technology and Innovation: Enhance the capacity of the organization by seeking, developing, implementing, and maintaining technology-based solutions for accounting, administrative, forecast, and budget processes.
The successful candidate will hold a Chartered Professional Account designation and have several years of progressive relevant experience. Demonstrated knowledge and experience in preparing internal and external financial statements, financial analysis, budgets, forecasts, and cash management is essential. Expert level Microsoft Excel skills and a critical thinking approach are also required.
The following skills and abilities are also vital for this role:
- Professionalism and Discretion: A high level of professionalism and discretion when dealing with sensitive and confidential matters.
- Communication Skills: Strong verbal and written communication skills, especially the ability to communicate financial information to a variety of stakeholders with varying degrees of financial acumen.
- Technical Skills: Familiarity with Sage 300 or a strong comfort level with accounting software and reporting platforms, as well as extensive computer and detailed knowledge of Microsoft Office Suite.
- Investigation and Resolution: The ability to investigate and resolve accounting issues and have strong knowledge of accounting standards.
- Organizational and Time Management Skills: Excellent organizational and time management skills and the ability to thrive in a fast-paced working environment with minimal supervision.
- Self-Motivation and Adaptability: Self-motivation, confidence, and the ability to perform under pressure to meet deadlines, as well as a collaborative, creative, and forward-thinking approach.
