Traffic Operations Safety Specialist

We are seeking a highly skilled Traffic Operations Safety Technician to join our team at Halton Region. As a key member of our Traffic Safety and Operations team, you will provide customer-focused services to internal and external clients on matters relating to road safety concerns, traffic signal operations, and maintenance of traffic-related infrastructure.
Key Responsibilities- Conduct field investigations related to road safety concerns and traffic operational concerns from the public and council.
- Conduct site inspections to review sign deficiencies and traffic control signal operational issues, and make recommendations to management.
- Develop signal timing and coordination plans for existing and new signalized intersections.
- Participate in traffic operational and safety assessments to improve safety and efficiency on Regional roads and intersections.
- Assist with the Region's Comprehensive Road Safety Action Plan (CROSAP) by completing collision analyses and making recommendations for improvements.
- Conduct collision analyses at existing and proposed Red Light Camera locations.
- Assist with the deployment of Portable Variable Message Sign boards/trailers and manage the data collected.
- Analyze traffic data and conduct signal warrants through Traffic Engineering Software (TES).
- Assist with maintaining the TES database to ensure all traffic studies such as ATRs, TMCs, and collisions are up-to-date.
- Maintain the Region's road network Synchro model.
- Assist with operating the Region's Advanced Traffic Management System (ATMS).
- Prepare traffic operational related memos and reports for Senior Management/Council.
- Diploma in Transportation Engineering Technology.
- Minimum of one (1) year relevant experience.
- Registration or eligibility for registration in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
- Recognized as a Provincial Offences Officer, as per the Provincial Offences Act, RSO 1990.
- Strong practical knowledge in traffic/transportation engineering principles related to road safety and traffic signal operations.
- Knowledge and ability to carry out collision analysis, traffic signal timing improvements, apply traffic control warrants, and conduct field studies (ie: left-turn queue studies, speed studies, stop-compliance studies).
- Knowledge of the Ontario Provincial Standards (OPS), Transportation Association of Canada (TAC) Geometric Design Guide, Ontario Traffic Manual (OTM), and Highway Traffic Act (HTA) and other applicable manuals and guidelines.
- Effective communication and interpersonal skills to respond diplomatically to inquiries and complaints from the public.
- Strong analytical, organizational, project management, critical problem solving, and customer service skills for leading and coordinating Regional initiatives along with excellent communication and interpersonal skills.
- Excellent computer skills in Microsoft Office suite including Excel, and GIS applications, and Synchro.
- An equivalent combination of education and experience will be considered.
- Proficiency in the use of Siebel, and experience with Traffic Engineering Software (TES).
- The incumbent will be required to occasionally work outside of Halton's core work hours, may be required to participate as a staff member of after-hours standby.
- Travel is required. Incumbent must supply their own transportation at times to travel between locations within Halton Region.
- The incumbent will be required to provide a copy of their driver's license by their first day of employment.
