Job Summary

We are seeking a Senior Buyer to join our team at the Kativik Municipal Housing Bureau. In this role, you will be responsible for overseeing the development and application of good procurement practices to ensure optimal processing and contribute to the maintenance of the housing stock.

Key Responsibilities

  1. Prepare calls for tender under your responsibility;
  2. Work closely with requestors to obtain the requested product or service;
  3. Receive and analyze orders for materials, products, and services for maintenance, minor renovations, and annual projects;
  4. Determine appropriate tendering mechanisms according to the nature of materials, products, and services, specifications, and contract value, all in compliance with current policy;
  5. Prepare public tender documents based on identified needs;
  6. Place public tenders on the Service électronique d'appels d'offres (SEAO) website and follow up;
  7. On the closing date for public tenders, prepare files to facilitate analysis of bids received. Determine which supplier is selected based on specifications and whose file is compliant. Conduct confirmations with bidders, using appropriate means. Prepare purchase orders for products, materials, and services from the SIGLS system and dispatch them to the selected suppliers;
  8. Prepare a file from the shipping information system indicating suppliers, nature, and details of goods, quantities, and other specifications;
  9. Oversee the planning and execution of related activities in anticipation of ocean shipments, including: packaging, handling, and insurance contracts;
  10. Ensure that suppliers honor warranties and recall obligations on defective or non-conforming goods;
  11. Collaborate with the Procurement Coordinator in the development, implementation, and enforcement of procurement policies and procedures;
  12. Implement performance criteria in collaboration with other members of the Purchasing team;
  13. Transform approved requisitions into purchase orders;
  14. Inform the requisitioner of any deviations from the purchase order sent to ensure clarity of information (deferred order, alternatives, etc.);
  15. Negotiate best value with suppliers at all times;
  16. Replace Procurement Coordinator as needed;
  17. Responsible for vehicle file: PurchasingLeasingRepairsParts;
  18. Negotiate purchasing conditions with active and potential suppliers;
  19. Participate in the selection and approval of suppliers;
  20. Implement tools for needs analysis;
  21. Identify ways of improving purchasing operations in order to enhance the entire process;
  22. Carry out any other mandate and related work at the request of his immediate superior.

Requirements

  • Three to five (3-5) years' work experience in a purchasing role;
  • Proficiency in Office suite: Outlook, Word, Excel, Power Point;
  • Familiarity with contracting laws and regulations an asset;
  • Focused on excellence in internal and external customer service;
  • Ability to analyze issues, relationships, and impacts, enabling optimal decision-making;
  • Ability to work under pressure on a variety of projects while managing multiple priorities simultaneously;
  • Results oriented and resourcefulness;
  • Demonstrated negotiation skills;
  • Ability to adapt;
  • Demonstrated organizational and interpersonal communication skills;
  • Recognized for open-mindedness and teamwork skills;
  • Ability to speak and write fluently in two of the three languages (English, French, and Inuktitut).
