About the Role

We are seeking a highly skilled and experienced Monitoring Officer to join our team at the Nunavut Impact Review Board (NIRB). As a Monitoring Officer, you will play a critical role in upholding the important mandate of the NIRB, which is to protect and promote the well-being of the environment and the people of Nunavut.

Key Responsibilities
  • Coordinate and execute monitoring programs for approved development projects
  • Assist in developing monitoring programs for NIRB-issued project certificates and screening decision reports
  • Conduct site visits to assess regulatory compliance and effectiveness of monitoring programs
  • Provide reports and briefings to the Board on the adequacy of and compliance with terms and conditions of project certificates and on the ecosystemic and socio-economic impacts of projects
  • Coordinate with government agencies and departments responsible for project monitoring, as directed
  • Participate in working group meetings and similar forums to support implementation of project-specific monitoring programs and regional monitoring efforts, as directed
  • Monitor tracking system to evaluate status/compliance with regulatory instruments
  • Monitor compliance with terms and conditions established by NIRB Screening Decisions
  • Provide guidance to regulators and proponents relevant to monitoring programs
  • Guide and inform regulators and the proponent of report requirements and deadlines
  • Engage with proponent on annual reporting requirements and associated recommendations
  • Manage administration and reporting for assigned projects
  • Develop annual report for the NIRB on the effectiveness of project terms and conditions, and suggested follow-up actions
  • Connect proponents with the regional socio-economic monitoring committees and track outcomes
  • Oversee the accuracy of the public registry, ensuring information is well-organized and distributed for public comment, as necessary
  • Support impact assessments for major development projects
  • Assist in facilitating community engagements, technical workshops and public hearings
  • Review comments and expertise received from agencies, designated Inuit Organizations, community organizations and other stakeholders
  • Provide feedback and advice based on evaluated effectiveness of mitigation measures and adaptive management strategies for approved projects
  • Participate in meetings, workshops, and public hearings in relation to regulatory instruments issued in association with the NIRB project certificates and screening decision reports
Requirements
  • Undergraduate degree (or equivalent) in Environmental Management or a related discipline, or an equivalent combination of education and experience
  • Alternative acceptable education and training preparation includes college-level courses completed in Environmental Studies and/or Natural Sciences supplemented with several years' work experience in positions having same or similar responsibilities
  • Personal and professional experience in the Arctic or in a cross-cultural setting, considered a strong asset
  • Familiarity with the provisions of the Nunavut Agreement and Nunavut Planning and Project Assessment Act
  • Understanding of environmental legislations and regulations
  • Strong knowledge of environmental assessment procedures and processes, as well as matters related to environmental legislation and regulations
  • Knowledge of typical environmental impacts (socio-economic and socio-cultural) and mitigating techniques for a variety of developments including mineral exploration and mining, transportation and research
  • Efficiency in Microsoft Office; Word, Excell, Access, PowerPoint
  • Excellent verbal and written communication skills
  • Time-management and multitasking skills
  • Ability to summarize reports and highlight important issues, complex ideas, and principles for non-technical audiences
  • Written and/or conversational fluency in Inuktut, considered a strong asset
