Job Title: Chief Executive OfficerJob Summary:

The Chief Executive Officer (CEO) is responsible for leading the Financial Services Regulatory Authority (FSRA) in achieving its mission to ensure financial safety, fairness, and choice for Ontarians. The CEO will oversee the management and administration of the Authority, supervise employees, and carry out roles and responsibilities assigned by the Board of Directors.

Key Responsibilities:
  • Develop and implement a strategic plan for FSRA, including its mission, vision, values, performance objectives, and strategic priorities.
  • Formulate and implement an annual business plan and budget that aligns with FSRA's mission and vision.
  • Review and report regularly to the Board on the Authority's progress towards its strategic plan and material deviations.
  • Keep the Board informed of significant operational, financial, and other matters relevant to FSRA.
Program Responsibilities:
  • Assess and approve the strategic plan, performance objectives, and annual business plans of regulated financial service business units.
  • Regularly assess stakeholder satisfaction and needs of the Authority.
  • Ensure the establishment and consistent application of a sound enterprise risk assessment framework.
Financial Leadership:
  • Authorize the commitment of funds to capital projects included in the annual FSRA budget.
  • Authorize the commitment of Authority resources to pursue the approved strategic plan.
  • Take reasonable steps to ensure the Authority's assets and resources are adequately safeguarded and optimized.
Administrative Leadership:
  • Develop and maintain a sound, effective organizational structure with a culture of service excellence.
  • Ensure the operations of FSRA are consistent with its legislative mandate.
  • Maintain FSRA as a modern, innovative, forward-looking, flexible, transparent, technology-enabled, and collaborative principles-based regulator.
Human Resources Responsibilities:
  • Submit recommendations for the appointment of members of the Executive Leadership Team.
  • Submit terms and conditions of employment for members of the Executive Leadership Team.
  • Ensure succession and performance management issues are flagged to support continuity of operations.
Regulatory and Public Policy Leadership:
  • Champion and promote FSRA's legislative mandate and mission, vision, and values.
  • Safeguard the regulatory decision-making and decisions of the Authority and the CEO.
  • Build and maintain critical relationships and credibility with stakeholders.
Qualifications:
  • Graduate degree in finance, business administration, law, public policy, or a related field.
  • At least 10 years' relevant experience at an executive leadership level in a regulated sector or a leading regulator.
  • Proven expertise in strategic and operational leadership and stewardship.
