About the Opportunity:

The Municipality of Red Lake invites applications for the position of Chief Administrative Officer (CAO). This key role is integral to advancing our community's commitment to sustainable growth, fostering a strong community, and driving operational excellence.

Job Summary:

We are seeking a visionary leader with extensive experience in municipal government or a related field. The successful candidate will provide strategic advice to our elected council, lead the execution of our strategic plan, and oversee the development and implementation of municipal policies.

Key Responsibilities:

  • Provide strategic guidance to Council on policy development, municipal issues, and long-term planning.
  • Act as the primary liaison between Council and municipal staff, ensuring effective communication and presenting detailed reports and advice for decision-making.
  • Lead the execution of our strategic plan, aligning resources, operations, and service delivery with Council's priorities.
  • Oversee the development and implementation of municipal policies, ensuring compliance with all legal, regulatory, and operational standards.
  • Promote a culture of continuous improvement through innovation, technology adoption, and process efficiency to enhance municipal services.
  • Manage the preparation, administration, and monitoring of our budget, ensuring financial planning supports long-term fiscal sustainability and effective service delivery.
  • Lead the recruitment, development, and management of senior staff, promoting a strong team culture and adhering to relevant labour laws and collective agreements.
  • Cultivate relationships with provincial and federal governments, other municipalities, Indigenous groups, and external agencies to secure grants, support regional initiatives, and influence legislation impacting our municipality.
  • Identify potential risks and develop mitigation strategies to protect our interests.

Requirements:

  • A university degree in a relevant discipline, together with a minimum of ten years' experience working as a senior manager in a municipal government environment or equivalent private-sector experience.
  • Minimum five years' management experience in a unionized environment.
  • Knowledge of practices and trends within Ontario municipalities.
  • Strong interpersonal skills inspiring commitment, collaboration, and teamwork.
  • Excellent verbal and written communication skills and presentation abilities.
  • Strong analytical, problem-solving, and decision-making skills.
  • Strategic and innovative thinker with a proven ability to champion and successfully implement change.

Salary Range:$120,000 - $150,000 per year
