Job Title: Chief Technical Officer Software H/F

The City of Toronto is seeking a highly skilled and experienced Chief Technical Officer to lead its Technology Services Division. As a key member of the City's executive team, you will be responsible for driving the division's vision and strategy, and for delivering client-centric business solutions and secure, reliable IT infrastructure.

Key Responsibilities:
  • Lead the design, development, and execution of core software development, integration services, and solution delivery.
  • Develop and implement IT capabilities for both internal and external stakeholders.
  • Oversee the implementation and sustainment of solutions across business solutions and digital services.
  • Establish and apply standards across applications and technology solutions.
  • Design and implement technology programs that enhance overall business performance.
  • Establish governance frameworks and performance metrics to monitor system delivery effectiveness.
Requirements:
  • Extensive experience leading enterprise solutions and delivery teams within a large complex environment.
  • Extensive experience building roadmaps and strategy for technology modernization.
  • Considerable experience leading large, complex projects.
  • Proven ability to develop strong relationships and work collaboratively.
  • Effective communication skills with ability to communicate to both technical and non-technical stakeholders.
