Job Summary

We are seeking a highly skilled Systems Integrator 1 to join our team at the City of Toronto. As a key member of our Information Technology department, you will be responsible for analyzing and developing standard and ad hoc/BI reports using Oracle tools.

Main Responsibilities
  • Establish and maintain business relationships with clients to discuss and assess their needs.
  • Prepare project charters, statements of work, and project plans.
  • Identify risks and prepare action plans to mitigate.
  • Conduct or lead teams in the delivery of projects or work packages.
  • Liaise and coordinate with internal and external groups on the accomplishment of deliverables.
  • Prepare and present status reports and variance explanations for projects or work packages.
  • Prepare findings and 'Lessons Learned' from post-implementation project reviews.
  • Assess, analyze, evaluate, and recommend process and policy alternatives for projects and work packages.
  • Redesign business principles, processes, policies, and standards by recommending best practices and improvements to current processes.
  • Determine business requirements and build consensus among clients.
  • Prepare business plans, gap analyses, logical data models, and design documents for proposed solutions that leverage information and technology.
  • Provide input to data management teams on the transformation of clients' business requirements.
  • Recommend improvements to current methodology, process, standards, and policies.
  • Assist staff in understanding business processes and logic.
  • Liaise with staff in the development of test strategies, test cases, and test scripts for system, performance, usability, and acceptance testing of system solutions developed.
  • Lead teams to draft implementation and rollout strategies, and plans, and conduct walk-throughs of deliverables to identify potential problems.
  • Prepare training material and documentation for use by clients and staff, and conduct training for clients and their staff.
  • Collaborate with clients on 'Go/No Go' cut-over decisions, such as roll-outs.
Key Qualifications
  • Post-secondary education in computer science or a related discipline, or the equivalent combination of education and/or experience.
  • Considerable experience in Oracle database development, including SQL and PL/SQL (Oracle 19c), data/object modeling, data normalization, ETL processes, application performance optimization, and experience in a high-availability, clustered environment.
  • Considerable experience in data analysis, using SQL and Oracle PL/SQL coding techniques to extract and report upon information, business trends, insights, and metrics from data stored in the database.
  • Considerable experience in large-scale enterprise IT database solutions (both OLTP and OLAP) and sustainment, implementing systems and solutions, and resolving technical, design, and performance issues.
  • Considerable experience in data mining, data analytics, and data visualization, designing and converting reports using industry-standard BI tools such as Tableau, JasperSoft, or equivalent.
Additional Requirements
  • Knowledge of Oracle APEX to develop and sustain medium to large-scale systems.
  • Ability to lead projects or teams in all phases of the project or system development life cycle, using software development and project management methodologies to ensure deliverables are met.
  • Ability to work with competing demands, prioritizing and meeting deadlines.
  • Ability to work effectively with a group of multidisciplinary staff in a project team setting.
  • Ability to effectively communicate both orally and in writing.
  • Strong analytical and problem-solving skills, listening and interacting skills are essential.
  • Strong customer service orientation.
  • Understanding of application deployment approaches and standard dev-QA-Production cycles.
  • Understanding of privacy, security, and auditing, and how these can be reviewed, monitored, and enhanced with regards to systems implementation.
