Job Summary

The City of Mississauga is seeking a skilled Procurement Specialist to join our team. As a key member of our Procurement Services department, you will be responsible for acquiring goods and services while ensuring compliance with our Procurement By-law and policies.

Duties and Responsibilities

Procurement Projects

  • Manage the procurement process from planning to contract execution, ensuring adherence to our Procurement By-law and relevant policies.
  • Interpret and apply corporate policies and Procurement By-law to ensure all acquisitions comply with trade agreements, safety requirements, and procurement law.
  • Collaborate with project and/or contract managers to determine projected requirements, design and develop procurement strategies, and create bid documents.
  • Review statements of work or specifications to ensure they are open, fair, and unbiased.
  • Lead procurement project teams, confirm responsibilities, and determine involvement needed from other area experts.

Procurement Consulting Services

  • Provide procurement consulting services and advice to clients, developing solutions to procurement issues.
  • Train clients on new or existing procurement applications and assist with Procurement By-law and policy interpretations.

Customer Service

  • Adopt a customer-first approach to delivering procurement services, communicating regularly to ensure customer expectations are well managed.
  • Work to ensure customer needs align with the City's broader goals and initiatives.
  • Mediate issues and resolve disputes with internal clients, external consultants, bidders, and suppliers.

Financial Controls and Compliance Monitoring

  • Ensure internal staff and suppliers are aware of and adhere to ethical standards relating to procurement policies.
  • Verify that all acquisition contracts meet compliance requirements, including WSIB, insurance, and performance sureties.
  • Monitor financial controls and track change orders to ensure compliance with the Procurement By-law.
Skills and Qualifications
  • Minimum 3 years of procurement experience, with public sector experience preferred.
  • Certified Supply Chain Management Professional (CSCMP) and/or Certified Public Procurement Buyer (CPPB) and/or National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) designation is preferred.
  • Post-secondary degree or diploma in a business-related field or public administration is an asset, or a combination of education, training, and experience deemed equivalent.
  • Excellent market research skills, project management, negotiation, and contract management skills.
  • Strong analytical, written, and verbal communication skills, with the ability to collaborate effectively with diverse business units.
  • Competency in a Windows-based environment with a strong working knowledge of Microsoft Office products, including Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Public procurement experience in areas such as professional services, information technology (IT), construction, capital goods, and/or fleet is an asset.
