Job Title: Capital Planner

Job Summary

The Capital Planner will provide planning support to the Corporate and Capital Planning Branch, working collaboratively with Alberta Health Services and Alberta Infrastructure to develop project business cases and programming studies. The successful candidate will analyze capital plans, master plans, service plans, needs assessments, business cases, and programming studies to prepare recommendations for project approval.

Key Responsibilities
  • Collaborate with stakeholders to develop project business cases and programming studies that align with Ministry priorities, goals, objectives, and strategic directions.
  • Analyze capital plans, master plans, service plans, needs assessments, business cases, and programming studies to identify opportunities for improvement and prepare recommendations for project approval.
  • Support the Directors and Managers in planning projects and preparing health submissions for the government capital planning process.
  • Provide support in preparing documentation for project announcements, news releases, government correspondence, capital plan announcements, requests for additional project funding, and other similar events.
  • Participate in project committees and sub-committees, and management teams to ensure compliance with health policy, standards, and guidelines.
  • Monitor and report on projects in the planning stages, identifying issues and recommending solutions to advance the projects.
  • Provide effective communication in a team environment involving a wide variety of stakeholders to resolve project issues.
  • Prepare briefings and written responses to Action Requests.
  • Manage or support the management of capital grants and/or contracts.
Requirements
  • University degree in Planning, Business, Architecture, Health Administration, Public Administration, or a related field.
  • 2 years of experience in systems planning, policy development, healthcare management, and/or facilities development.
  • Knowledge of the provincial health system, its organizations, programs, and operations.
  • Knowledge of the Ministry business plan goals, program initiatives, and capital planning priorities.
  • Knowledge of principles and techniques for formulating policy and developing and implementing new strategies and procedures.
  • Familiarity with the legislation, policies, and practices of the department.
  • Experience working on health capital planning is an asset.
  • Stakeholder consultation or engagement experience.
