Job Title: Senior Financial Officer

Join the Ministry of Northern Development as a Senior Financial Officer and take on a challenging role that requires strong financial leadership skills and a business or accounting background.

About the Role

This is a great opportunity to lead and coordinate the administration of the Northern Ontario Heritage Fund Corporation (NOHFC) loan portfolio, perform financial reviews of project evaluations, and assist in the development, implementation, and management of a viable controllership and fiscal management structure for the loan portfolio and the financial management system.

Key Responsibilities
  • Lead and coordinate the administration of the NOHFC loan portfolio
  • Provide group leadership, technical guidance, and financial expertise to NOHFC financial officers and program staff
  • Perform financial reviews of NOHFC project evaluations
  • Contribute to the development of NOHFC financial management policies and procedures
  • Research financial controls and reporting procedures as they relate to the administration of the loan portfolio
  • Assess the efficiency of current procedures, identify potential problems, and make recommendations for improvements and/or enhancements
  • Provide financial status reports and identifying issues with recommendations related to loan contract administration, including appropriate follow-up on delinquent accounts
  • Provide support to the ongoing operation of the financial information system
  • Prepare assessments of provisions for credit losses for the loan portfolio and analysis and reports related to the performance of the loan portfolios
Requirements
  • Demonstrated knowledge of general accounting and financial management principles, techniques, and practices, including Chartered Professional Accountant (CPA) Canada Handbook, risk assessment, controllership principles, and reporting standards
  • Knowledge of and experience applying and interpreting legislation as it relates to financial accounting and reporting requirements for the effective management of loans, repayments, potential delinquencies, and bankruptcies, and business planning requirements
  • Ability to apply and interpret policies and procedures as they relate to the establishment of provisions for credit losses for a loan portfolio
  • Extensive practical knowledge in financial planning and forecasting
  • Demonstrated knowledge of business management practices and principles with particular emphasis in the area of commercial lending
  • Extensive practical knowledge in financial analysis
  • Demonstrated working knowledge of credit management, loans, bankruptcy, and creditor protection legislation
  • Working knowledge of legal principles associated with contract development and terminology to monitor compliance with agreements
  • Well-developed communication and presentation skills to provide clear, concise, and accurate information, and sound advice to management, clients, and staff
  • Excellent written communication skills to prepare briefing notes, policies, and procedures, minister's response letters, memoranda for board or board committees, and senior management, and to prepare reports and analysis
  • Excellent interpersonal, political acuity, and consultation skills to deal effectively with internal and external stakeholders
  • Evaluative and analytical skills to perform complex financial analysis and review of loan portfolio performance, as well as develop and recommend improvements related to administration of the loan portfolio
  • Ability to analyze information and develop guidelines and policies, develop courses of action, recommendations, and prepare reports related to loans in default, and assess the financial impacts of current borrowing on new project applications for funding
  • Leadership and project management skills to lead the loan portfolio program, and to provide expert advice, guidance, and support to clients, management, and program staff
  • Excellent organizational and time management skills to plan and prioritize and meet set deadlines
  • Knowledge and experience with computers and financial information systems and software packages such as Microsoft Excel, Word, PowerPoint, Dynamics, and specialized financial systems
