Job Description

The Director of Quality Assurance and Compliance will be responsible for ensuring the proper application of quality, health, safety, and environmental (QHSE) standards within Team Construction Inc. This individual will ensure the company's QHSE policy is followed and implement the necessary measures to ensure the proper functioning of activities and services.

Responsibilities:
  1. Define project QHSE plans, monitor their implementation and development, and guarantee that corporate QHSE initiatives are carried out.
  2. Carry out audits and support Operational Unit QHSE Managers to investigate significant accidents/incidents/near misses.
  3. Design, develop, and implement a QHSE management system that aligns with regulatory requirements and industry best practices.
  4. Lead the development of QHSE policies, objectives, and initiatives that support continuous improvement in quality, safety, and environmental practices.
  5. Set and monitor performance benchmarks for quality, safety, and environmental outcomes.
  6. Collaborate with cross-functional teams, including Operations, Maintenance, and Engineering, to integrate QHSE standards into all project phases.
  7. Regularly communicate with senior leadership to update on QHSE performance, challenges, and opportunities.
  8. Ensure compliance with all local, state, and federal regulatory requirements for transit operations, including OSHA, DOT, EPA, and relevant transit authorities.
  9. Identify and assess potential risks and hazards in transit operations and implement mitigation strategies.
  10. Oversee regular audits, inspections, and investigations to monitor compliance and report findings to senior management.
  11. Oversee quality assurance and control processes to ensure service reliability, infrastructure quality, and continuous improvement.
  12. Implement corrective and preventive action programs to address quality deficiencies and drive service excellence.
  13. Lead the development and implementation of health and safety programs to minimize workplace incidents, injuries, and illnesses.
  14. Conduct safety audits, accident/incident/near miss investigations, and root cause analyses to identify and address areas for improvement.
  15. Ensure the organization maintains a proactive safety culture through training, awareness programs, and effective communication.
  16. Oversee compliance with environmental regulations, including driving initiatives to minimize environmental impact.
  17. Oversee the development and delivery of QHSE training programs for all staff levels, ensuring team members are aware of best practices and regulatory requirements.
  18. Foster a culture of accountability and continuous improvement through workshops, drills, and regular QHSE communication.
  19. Monitor QHSE performance metrics and provide reports and analyses to guide decision-making and improve overall performance.
  20. Lead initiatives to improve existing QHSE programs and implement new strategies for enhanced compliance and performance.

Requirements

The ideal candidate will possess a diploma or certificates and licenses in Occupational Health & Safety, Environmental Science, Engineering, Quality, or a related field. Additionally, they should have 9+ years of experience in QHSE leadership roles, with a strong background in civil infrastructure. Excellent written and verbal communication skills in English are essential. Knowledge of building techniques, work-related engineering risk assessment techniques, statistics applied to safety and reporting processes, and accident investigation techniques is also required. Proven experience with regulatory agencies, such as OSHA, DOT, EPA, and local transit authorities, is necessary. Strong leadership skills with the ability to influence and guide teams toward achieving QHSE objectives are also desirable.
