Job Summary

The Halifax Regional Municipality is seeking a seasoned IT Operations Manager to lead the day-to-day operational support and service lifecycle of software applications used by business units across the organization.

Key Responsibilities

  • Lead a team of Application Administrators to ensure applications enable business processes by being fit for use, available, stable, current, and secure.
  • Drive application-related strategy for the municipality, including incident management, request fulfillment, change management, problem management, and release management ITIL processes.
  • Procure, contract, and manage vendors, especially with more reliance on software-as-a-service and hosted solutions.
  • Deliver functional value to business units and residents through applications, with a focus on customer service.

Requirements

  • Post-secondary degree in Business or Computer Science, or related field.
  • At least eight years in information technology with a career path demonstrating acquired expertise in IT operations leadership and applications management.
  • At least five years in a management role and experience in direct delivery and support of IT COTS and SaaS applications and software systems.
  • Business orientation, including broad experience in integrated enterprise-wide IT solutions in a multi-departmental business environment and/or the public sector.
  • Experience in working with software vendors and managing contractual SLA obligations in the delivery of operational improvements.

Technical Requirements

  • Expert knowledge in Application Management technologies and best practices.
  • General understanding of system security and data privacy best practices.
  • Application Release Project Management.
  • Quality Assurance software testing processes.
  • System development lifecycle (SDLC) methodology.
  • Knowledgeable in new technology concepts to assess and promote the use of innovative technology to support business solutions.

Hours of Work

Monday to Friday, 8:30am-4:30pm; 35 hours per week.

Salary

NU09 on the non-union salary scale; $102,970-$133,260. Salary to be commensurate with education and experience.
