Key Responsibilities- Develop and implement the annual corporate learning plan, in collaboration with stakeholders, to meet corporate, legislated, and regulatory requirements within budget.
- Coordinate and support the administration of learning and development activities, including the planning, delivery, tracking, and reporting of talent management programs.
- Conduct learning and development needs analyses in collaboration with stakeholders to determine related requirements.
- Collaborate with subject matter experts to develop content and training materials that effectively achieve learning objectives.
- Develop evaluation methods and tools, and prepare reports and presentations on the effectiveness and impact of corporate learning and development programs and initiatives.
- Monitor for and identify continuous improvement opportunities, including the planning, delivery, tracking, and reporting of talent management programs.
- Lead and participate in identified initiatives and projects within the HR team and corporately that contribute to a prepared, skilled, and engaged workforce.
- Undertake research, compile and analyze data, and prepare reports, recommendations, and presentations.
- Support the development and maintenance of policies, procedures, processes, and other documentation related to talent management programs.
- Support the identification and implementation of initiatives that support Employee Engagement.
- Coordinate and support the corporate Performance Development Program (PDP) and Competency Model.
- Contribute to the development, implementation, and coordination of a corporate Leadership Development Program, including learning strategies, coaching, mentorship, and succession.
- Coordinate corporate Employee Recognition Programs and related initiatives and activities that align with OCH's Culture Roadmap.
- Coordinate the Employee Exit Survey & Interview process, including ad-hoc and annual reporting on key trends and findings.
- Coordinate the implementation of the New Hire Onboarding Program, including the roll-out and sustainment of new and continuous improvement of revised program elements.
- Create concise and engaging internal communications in support of talent management programs.
- Coordinate and support activities related to the development and optimization of HRIS functionality and reporting, and other IT-driven business solutions.
- Administer service agreements with external partners.
- Monitor external developments and talent management trends in the HR industry, identifying best practices and analyzing and reporting on impacts, opportunities, and risks.
- Create and use development processes, tools, templates, and assessments.
- Support the development of key HR metrics and compile, analyze, and organize data into reports that enable effective business decisions and improvements.
- Promptly report workplace accidents or incidents and unusual or dangerous work conditions.
- Work in alignment with OCH vision, mission, values, interests, plans, and objectives.
- Perform work in accordance with applicable health, safety, and privacy legislation, policies, and procedures, and other legislation, policies, and procedures relevant to the area of work.

We are seeking a highly skilled and experienced Talent Management Specialist with:
- Completion of a post-secondary program in Human Resources or a related field.
- A minimum four (4) years of related human resources experience in a unionized environment, including experience working with and optimizing human resource information systems.
- Experience applying talent management strategies.
- Possess or working towards a Certified Human Resources Professional designation is preferred.
- Broad knowledge of Human Resources practices and procedures.
- Knowledge of best practices and techniques related to learning, succession, performance management, recognition, engagement, change management, and other talent management-related programs.
- Broad familiarity with project management principles and practices.
- Knowledge of human resource information systems capabilities, data extraction and analysis techniques, and methodologies to present data to end users.
- Knowledge of Word, Excel, PowerPoint, Outlook, database applications, and other standard corporate, learning, and HR software.
- Understanding of the values, vision, and mission of Ottawa Community Housing and a commitment to support those objectives.
- Knowledge of applicable health and safety legislation, including the rights and responsibilities of workers.
- Must be familiar with applicable statutory requirements, policies, procedures, and guidelines relevant to the area of work.

- Proficient with the use and application of various training applications and learning management systems (e.g., LinkedIn Learning).
- Ability to write professionally, synthesize data, and organize written material effectively.
- Excellent interpersonal skills allowing for appropriate professional relationships with colleagues at all levels within the organization, as well as, with external stakeholders.
- Demonstrated ability to interpret collective agreements, contracts, policies, and applicable legislation.
- Demonstrated commitment to continuous learning and improvement.
- Ability to exercise discretion, initiative, tact, and a high degree of confidentiality.
- Ability to work independently, to manage own workload, and to escalate issues to the Manager when appropriate.
- Proficient in the use of information technology such as mobile devices and computer systems in the performance of work.
- Oral fluency and reading and writing abilities in English is required.
- Oral fluency and reading and writing abilities in French is an asset.
