Senior Geospatial Project Manager

Rubicon Path is seeking an experienced Senior Geospatial Project Manager to lead large-scale, complex projects for our Geospatial Ontario IT Program.
About the RoleThe successful candidate will be responsible for providing project management on high-profile and high-risk initiatives, ensuring deliverables meet client business requirements on time, scope, and budget. They will also lead 3 projects under the Geospatial Ontario IT Program:
- LIO Modernize Data Maintenance (LIO Editor) - Review data editing and maintenance requirements of users and data owners across the province, combining results with discovery outcomes to design a replacement for the legacy LIO Editor/Mapper/Reporter toolset.
- Providing Access to OPS GIS to LIO Warehouse - Review Geospatial Ontario Warehouse data access solutions against user needs, identifying solutions for decommissioning and informing development of new data modelling standards.
- LIO Data Modelling Standards - Understand data owner required data model control, what, and how those data models need to change, supporting future user data access and data maintenance solutioning.
All projects are composed of both IT Source Fee-For-Service and Full Time Employee resources, maintaining independent and Program-level governance.
Key Responsibilities- Lead organizational development, strategy development, business planning, and Ministry funding requests.
- Gather and develop requirements to create and maintain detailed project schedules and/or integrated plans.
- Monitor and forecast project costs, providing reporting and input to ensure targets are met.
- Develop and manage project schedules, deliverables, and scope.
- Promote I&IT project management best practices and adherence to standard methodologies.
- Direct project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
- Coordinate and monitor project processes, developing guidelines and procedures.
- Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, and ensure knowledge is shared among team members.
- Manage large project budgets, ensuring fiscal control and accountability.
- Proactively identify potential risk events and issues, developing mitigating strategies.
- Articulate and prioritize issues and risks at senior executive levels, recommending mitigation strategies.
- Establish and participate in steering committee and stakeholder forums.
- Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change.
- Promote OPS I&IT standards and best practices for project management.
- Experience leading large, technically complex projects.
- Formal Project Management training.
- Identify issues, risks, set out project timelines, track, manage, and report progress.
- Lead multi-disciplinary projects with IT groups, industry, and business clients.
- Experience leading GIS (Esri) based projects, IT Infrastructure modernization, and ArcGIS Portal/ArcGIS Online experience.
