About the Role

The Manager, Operations will support operational services, including research, analysis, report writing, and special projects. This position will be responsible for performing special studies and investigations, collecting and analyzing sensitive data, and formulating recommendations for strategic planning. The Manager will also coordinate large reports and represent the office of the Chief Operations Officer on internal and external committees.

Position Qualifications and Requirements

  • A university degree in Law, Public Policy, or a related field is required. An MBA or Master's degree in policy development and implementation is preferred.
  • 7 years of experience in complex analysis and technical writing is preferred.
  • Experience researching, analyzing, and interpreting legislation, policy, and data related to capital delivery and border crossings is required.
  • Working knowledge of Facilities Management, OMR, Border Operations, and/or Tolling Operations is an asset.
  • 5 years of project management experience in a Federal government or P3 environment is required.
  • Experience managing relationships with senior-level management and external stakeholders is required.
  • PMP designation or relevant program management certification is an asset.
  • Exceptional data and information analysis, policy development, and technical writing skills are required.
  • Strong interpersonal skills and ability to build and maintain positive relationships are required.
  • Sound professional judgment, initiative, and influencing skills are required.
  • Ability to develop and deliver training programs to staff members is required.
  • Project management and leadership experience, including hands-on experience developing and managing department budgets, is required.
  • Strong understanding of North American border crossing legislation, regulations, and policy is required.
  • High attention to detail and organizational ability are required.
  • Microsoft Office 365 suite, Power BI, and Viva Goals are required.
