Job Title: Supply Chain Contract Manager

Telesat is seeking a highly skilled Supply Chain Contract Manager to join our team. As a key member of our procurement team, you will be responsible for managing complex contracts and ensuring compliance with company policies and procedures.

Main Responsibilities:
  • Develop and maintain a thorough understanding of corporate policies and purchasing processes to mitigate potential risks to Telesat.
  • Exercise independent authority in planning, scheduling, organizing, controlling, and monitoring supply chain activities.
  • Implement effective and compliant acquisition practices to achieve program and company objectives.
  • Own contractual supply chain management functions for assigned vendors.
  • Perform supply chain risk assessments, undertake due diligence tasks, and provide procurement expert knowledge in support of the engineering/project team.
  • Collaborate with the Legal department to draft and implement contract templates, including purchase agreements, amendments, renewals, and terminations.
  • Manage supplier performance throughout the execution lifecycle, including sourcing, RFP preparation, proposal evaluation, negotiation, award, execution, administration, and closeout phases.
  • Monitor established supplier contracts, including organizing and attending stakeholder meetings, reporting, managing scope change and variations to contracts, and invoice approval.
  • Use initiative and sound judgment to adapt procedures to identify and address unusual situations or issues and develop creative solutions to resolve complex problems.
  • Identify risks, communicate them to internal stakeholders, and recommend mitigation strategies to ensure appropriate decisions are made regarding supplier choice and products.
  • Demonstrate effective financial stewardship through budget monitoring and ongoing cost reduction goal setting to deliver value.
  • Seek out continuous improvements to procurement-related systems and processes.
  • Establish, foster, and maintain good working relationships with suppliers and internal stakeholders from all operating units within Telesat.
Requirements:
  • Bachelor's or higher-level university degree in a relevant discipline, such as Commerce, Finance, or Engineering.
  • 5+ years of experience working in supply chain or procurement, ideally in a complex technology-based environment with long-term programs and multiple supplier contracts.
  • Professional designation in Procurement (e.g., CIPS).
  • Experience in planning, developing, and maintaining contract processes, contract drafting, and negotiations.
Assets:
  • Excellent interpersonal and communication skills.
  • Strong knowledge of purchasing ethics, practices, and policies.
  • Capacity to manage time in a fast-paced environment with occasionally overlapping priorities to meet or exceed requirements and expectations.
  • Bilingual in English and French an asset.

The successful candidate must be able to work in Canada and obtain clearance under the Canadian Controlled Goods Program (CGP).
