User Terminal Program Manager

This role involves joining the existing User Terminal development team, which collaborates with external technology vendors to provide user terminal solutions for Telesat. Reporting to the Director of User Terminal Program Management, this position is crucial as user terminals are being developed for various market segments considered by Telesat.

The ideal candidate will be a seasoned program manager with a proven track record in the development of satellite user terminal technologies, including the manufacturing, delivery, and installation of satellite user terminal products. The User Terminal Program Manager will act as a central point of contact, requiring a team-oriented individual comfortable working within a multi-functional organization that includes engineering, program management, business development, and sales.

Main Responsibilities
  1. Oversee the planning and execution of multiple vendor programs by managing the scope (contract, statement-of-work, work-breakdown-structure, monthly executive reporting) requirements, schedule, milestones, risks, opportunities, and budget.
  2. Manage User Terminal programs, including flat panel antennas, and report on their progress.
  3. Ensure accurate tracking and reporting of both internal and external vendor development, identifying risks and challenges for the overall Lightspeed program.
  4. Collaborate closely with product, program, engineering, and commercial teams to understand User Terminal requirements and ensure vendors deliver compliant solutions on time and within budget.
  5. Work with Telesat engineering, legal, and contracts teams to support the preparation of partnership, development, and supply agreements with selected vendors.
  6. Prepare and execute program initiatives for the Telesat Lightspeed constellation in close coordination with Telesat's commercial and services teams.
  7. Develop necessary documentation for effective management and execution of User Terminal programs in collaboration with technical experts in the engineering team, including dashboards.
  8. Evaluate vendor development progress and prepare program inputs for presentations to brief Lightspeed leadership on highlights, challenges, and future plans.
  9. Collaborate with suppliers to develop design-to-cost initiatives that meet target unit production costs for user terminals.
Education & Experience Required
  1. Bachelor's degree in engineering or a relevant discipline with a focus on communication systems or satellite terminals.
  2. A minimum of 6 years of experience in program management within a STEM field, including at least 2 years in the satellite communications sector.
  3. A Master's degree or MBA is advantageous.
  4. Extensive experience managing multiple concurrent and interdependent projects.
  5. Strong proficiency in project management tools, including Microsoft Project or similar scheduling tools (e.g., Primavera Cloud, Primavera P6, as well as Jira).
  6. General knowledge of modem, RF, electronics, and antenna technologies.
  7. Experience addressing business considerations and practical limitations related to system design and implementation.
  8. Experience working with external vendors, including outside design and manufacturing facilities.
  9. Ability to prioritize opportunities, needs, and resources effectively.
  10. PMP Certification is a plus.
  11. Fluency in English, both written and oral.
Decision Making & Supervision

This role involves making decisions regarding task priorities as necessary while leading external vendor designs. The ideal candidate will possess self-motivation and the drive to see varied tasks through to completion. The ability to work effectively with a diverse team spread across the globe is essential. Additionally, the candidate should be capable of articulating technical solutions in a clear, concise, and accurate manner, and must be comfortable executing in areas of ambiguity while making sound decisions.

Supervision Exercised

This position does not have direct reporting staff but is expected to lead multi-disciplinary project teams and/or provide technical assistance or guidance to other engineers or specialists. Supervision of suppliers/contractors during supplier-facing activities is also required.

Working Conditions

This position will be based out of the Ottawa, ON office. It offers a full-time office or hybrid work arrangement, subject to work needs. Working conditions are generally comfortable and typical of an office environment. Occasional travel, including international travel, is anticipated. Candidates must be able to obtain relevant security clearance if based in Canada.
