This role allows for part-time remote work.

The successful candidate will be responsible for preparing and managing the capital budget to ensure high-quality customer service outcomes and align with the Division's Business Plan.

Under the general supervision of the Director of Infrastructure Capital Planning, the key responsibilities include:
  • Preparing and overseeing tenders, quotations, and reports for road construction projects, including design, specifications, cost estimates, tender evaluations, project management, and commissioning.
  • Collaborating with other Division personnel to establish upgrading and capital priorities while providing technical and maintenance support.
  • Monitoring and evaluating emerging practices and technologies to enhance the Infrastructure Capital Planning Division or Planning Services Division.
  • Engaging and directing consultants in the development, design, and execution of road projects.
  • Maintaining effective communication and negotiation with various agencies, authorities, and regulatory bodies to ensure accurate information flow and necessary approvals for road projects.
  • Acting as the representative for the City at court hearings and coordinating with Legal Services and Risk Management on claims related to City roads.
  • Authorizing progress payments for road projects in compliance with City policies.
  • Participating in Hiring Committees, representing the Employer in disciplinary matters, managing Division staff, and providing technical support and training.
  • Developing a comprehensive understanding of computer systems within the Division and collaborating with other Departments regarding these systems.

Education and Training:
  • A university degree in an appropriate Engineering discipline from a recognized University with Canadian accreditation.
  • Project Management Professional Certification is an asset.

A minimum of four (4) years of relevant engineering experience, including at least three (3) years of demonstrated capability in dealing with Corporate functions such as Public Works, Administrative Technical, Financial, Information Systems, Legal, and Human Resources.

Knowledge of technical computer systems is essential.

  • Experience with horizontal linkages to other governmental levels and services, as well as the private sector.
  • Knowledge of Stormwater Management for transportation corridors is an asset.
The candidate will create processes, monitoring mechanisms, and systems to assist in achieving the City's targets.

  • The ability to respond swiftly to emerging opportunities or risks is crucial.

Language:
  • Proficient in English, both verbally and in writing.
  • French verbal skills are highly desirable; written skills are an asset.

Candidates must be physically capable of operating a vehicle safely, possess a valid driver's license, maintain an acceptable driving record, and have personal insurance coverage.
