Objective

Effectively oversee product quality assurance and quality processes to guarantee performance, manage expenses, utilize resources efficiently, and ensure client satisfaction.

Key Responsibilities

Safety Management

Enforce safety regulations in accordance with governmental standards. Supervise the execution of occupational risk assessments for QC activities; develop and manage risk mitigation strategies. Implement and enhance laboratory/QC safety improvement initiatives. Organize relevant safety training for all supervised technicians.

Asphalt Product Quality

Develop, manage, and refine the Holcim standard in alignment with applicable standards, specifications, and regulations. Collaborate with plant operations to ensure process precision and quality using analytical tools such as process accuracy reports and standard deviation assessments. Establish and monitor key performance indicators, communicating them to relevant stakeholders as necessary. Identify deviations from targets and initiate corrective actions as required. Lead quality incident investigations, problem-solving, and corrective action processes. Create a case study database. Maintain the Quality Incident Reporting system (QIR). Work with regional sales teams to analyze project specifications and recommend suitable mixes in compliance with relevant codes and standards to support marketing initiatives. Collaborate with the regional technical performance team to prepare and present technical documents on requested mixes, adhering to Holcim policy. Develop, assess, and modify asphalt mixes and integrate them into SAP. Monitor targets to ensure compliance with minimum sampling frequencies outlined in the quality plan. Participate in daily control tests as needed.

Aggregate Product Quality

Design, modify, and implement programs and processes to ensure product adherence to codes, standards, and specifications. Oversee the local execution of Holcim's quality plan, including sample collection, reporting, and follow-up for all products as determined for each site under your oversight. Ensure tracking, documentation, and communication of aggregate performance QIRs with key stakeholders; investigate discrepancies and establish corrective actions with operations as necessary. Supervise the development and implementation of site-specific measures for utilizing alternative products, including innovative material combinations. Provide insights to ensure alignment between sales and operations personnel to meet customer expectations regarding product performance. Support and implement strategies for utilizing alternative products, manufactured sand products, and others at aggregate sites. Participate in daily control tests as required.

Quality Management and Certifications

Assist in the preparation and submission of LEED documentation. Manage the daily operations of technical personnel. Participate in or oversee safety audits, including the formulation and execution of quality improvement action plans. Supervise ISO certification activities for the quarry and paving plant (preparation and audit). Conduct statistical analyses of plant operating performance, oversee investigative efforts to identify major causes of variances, and implement corrective measures (aggregate and asphalt). Monitor the calibration of laboratory and plant equipment at established intervals, conducting impact studies when calibration non-conformities are detected.

Technical Support

Assist sales and product management teams in recommending suitable replacement products to support marketing initiatives in compliance with relevant codes and standards. Maintain up-to-date technical documentation and track the submission of documentation requested by clients, in accordance with Holcim policy. Provide professional customer support, including field sales assistance and quality issue investigation and resolution. Communicate with clients to verify product performance acceptability and gather information for potential product innovation and enhancement. Support product development, utilize innovative products, and review project specifications prior to bidding processes.

Human Resources Management

Recruit, train, evaluate, and develop quality control technicians for the site under your supervision. Guide direct reports in alignment with Holcim's performance appraisal system. Manage the daily activities of technical personnel (quality technicians); monitor raw materials and their consistency, strategic sampling plans, plant and site testing activities, product support, and problem resolution.

Financial Responsibilities

Minimize the potential costs associated with quality-related complaints. Ensure efficient utilization of provided resources and optimize costs wherever feasible.

Interdepartmental Relationships

Collaborate with operational and sales personnel. Communicate product performance and identify improvement opportunities. Minimize the use of alternative products. Analyze primary causes of deviations and report quality incidents. Support mining projects. Assist in commercial and operational strategies. Resolve issues and provide customer service related to product quality. Liaise with regional and market sector quality assurance and property management teams. Take initiative in quality and safety matters. Innovate product offerings. Ensure effective reserve planning and optimization. Facilitate the development and implementation of the quality program.

Qualification Profile

Education & Work Experience

Minimum three-year college diploma (DEC) in civil engineering technology. University degree in engineering – eligible for licensure as an engineer. Five to eight years of experience in quality control of asphalt mixes and their components.
