Key Responsibilities
  1. Business Requirements Gathering: Design and conduct facilitation sessions to determine business and information technology requirements.
  2. Requirements Documentation: Document the results of facilitated requirements sessions and write the Business Requirements document.
  3. Business Process Analysis: Conduct business and systems process analysis and design at a complex level.
  4. Stakeholder Management: Partner with internal and external customers to ensure systems and processes meet long-term business strategies.
  5. Vendor Collaboration: Work with vendors to ensure alignment of configuration and design specifications with technical and operational requirements.
  6. Business Analysis Documentation: Create workflows, user stories/use cases, process flow diagrams, and other business analysis documentation as required.
  7. Test Planning: Develop a comprehensive test plan and test cases.
  8. Project Delivery: Work with the NB 9-1-1 Transition Program team to deliver projects with the program.
  9. Confidentiality and Training: The successful candidate will be required to sign a non-disclosure agreement and complete the Department's Privacy Training prior to commencing the assignment.
Requirements
  1. Education: A University degree in Computer Science, Business Administration, or a similar discipline.
  2. Experience: Minimum 10 years of demonstrated experience as a Business Analyst in an Information Technology environment, including leading and facilitating requirements gathering, use case analysis, workflows, detailed design activities, system configuration, writing test plans and test cases, and developing documentation and training materials.
  3. Residency and Security Clearance: Be a permanent resident of Canada for a minimum of 10 years and be able to acquire a Government of Canada Security Clearance.
  4. Certifications: Business Analyst Certifications such as IIBA-CBAP, PMI-PBA, IQBBA.
  5. Facilitation and Leadership: Demonstrated experience facilitating and leading workshops with complex stakeholder groups to elicit requirements, design system configuration(s), deliver training plans and materials, and facilitate consensus amongst participants.
  6. Business Analysis Documentation: Demonstrated experience producing business analysis documentation (business requirements, scope matrix, user stories, use cases, sequence diagrams, future state proposals, support models, UAT plans and test cases).
  7. Large-Scale Project Experience: Demonstrated experience as a senior business analyst delivering large-scale projects (multi-year, 5+ million dollar) and programs with complex scope and stakeholder groups.
  8. Public Safety Experience: Demonstrated experience with projects and operations work related to public safety, with emphasis on the 9-1-1 and Emergency Services domains in a Canadian context.
  9. Software Development Life Cycle: Demonstrated experience performing senior-level business analysis work through the entire Software Development Life Cycle (SLDC) on at least two distinct projects (Planning, Analysis, Design, Implementation, Test, Deployment, and Maintenance).
  10. Microsoft Office 365 Suite: Knowledge of Microsoft Office 365 Suite (Word, Excel, PowerPoint, Outlook, Teams/SharePoint) in the work environment.
