Key Responsibilities:
Contract Formation:
- Oversee the sourcing, negotiation, and awarding of subcontracts for technical services within the Marine and Aviation sectors.
- Collaborate with project leaders to develop comprehensive work packages and statements of work (SOW), ensuring smooth workflow through the approval stages.
- Evaluate supplier proposals, applying selection techniques to determine best value and identify potential risks and opportunities.
- Assist the commercial team in ensuring that prime contract requirements are effectively incorporated into subcontract terms and conditions.
- Ensure compliance with all relevant commercial and health & safety policies throughout the subcontracting process.
- Work closely with compliance personnel to guarantee adherence to export regulations by subcontractors.
Contract Administration:
- Manage day-to-day subcontract operations, including amendments, claims, and dispute resolution as necessary.
- Conduct on-site meetings with subcontractors to ensure alignment with project goals.
- Collaborate with project management teams to monitor subcontractor compliance with security requirements and adherence to schedules.
- Address subcontractor challenges through a continuous improvement approach.
- Oversee supplier performance in terms of cost, delivery, quality, and technical specifications.
- Negotiate cost savings to provide optimal value to our customers.
- Foster supplier relationships to maintain or enhance performance levels.
- Ensure timely and efficient processing of supplier invoices.
- Be accountable for reporting and achieving program milestones related to cost, schedule, and quality.
- Engage in supplier relationship management activities.
- Perform additional duties as assigned.
Qualifications:
- 4-8 years of experience in a complex engineering environment.
- A degree in Commerce, Economics, or a related field, or a combination of relevant experience and education.
- Strong understanding of commercial practices and experience with third-party suppliers.
- Proven experience in sourcing, negotiating, and awarding subcontracts for technical services.
- Project management skills are essential.
- Ability to work collaboratively within a team and demonstrate leadership capabilities.
- Proficiency in MS Project and the Microsoft Office suite.
- Excellent written and verbal communication skills.
- Technical or trades experience is advantageous.
- Preferred experience in Marine, Aviation, Defence, or Public Works projects.
- Relevant certifications such as IACCM, APICS, CPSM, CSCP, or SCMA are considered assets.
- Eligibility for Canadian Secret Security and ITAR Clearance is required.
