Job Summary

We are seeking a highly skilled and experienced Project Manager to join our team at The Regional Municipality of York. As a key member of our organization, you will be responsible for planning and implementing projects related to the Discrete Wastewater Asset Condition program.

Key Responsibilities
  • Manage the delivery of projects in compliance with regional requirements and program management principles.
  • Lead technical analysis and provide recommendations related to development, operational changes, asset management, and risk mitigation for discrete wastewater infrastructure.
  • Prepare detailed estimates of project costs and assist with capital forecasts and reports.
  • Participate in branch planning and strategic initiatives for service improvements.
  • Develop and maintain procedures, guidelines, and templates.
  • Assist with the preparation of the 10-year capital plan.
  • Supervise staff, including recruitment, selection, hiring, scheduling, assigning, and monitoring work, determining training and development needs, coaching, and mentoring.
  • Ensure operating staff work in a safe manner and utilize required health and safety equipment and protective devices.
  • Conform to quality control and quality assurance programs for project management services.
  • Maintain effective working relationships with stakeholders, including public, council, developers, consultants, contractors, suppliers, other municipalities, and region staff.
Requirements
  • Successful completion of a university degree in engineering or an approved related engineering field.
  • Registration as a Professional Engineer with the Professional Engineers Ontario.
  • Experience in the development, planning, approvals, design, construction, and operating processes of municipal infrastructure, including administrative/operational experience in the municipal infrastructure industry (water/wastewater).
  • Experience with applicable legislation and regulatory guidelines associated with municipal water and wastewater services.
  • Demonstrated ability in the region's leadership and core competencies.
  • Staff supervisory skills, including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
  • Demonstrated project management skills to lead a project or work group, including consultants/contractors, and oversee construction contracts.
  • Strong leadership to proactively engage in accessibility, diversity, equity, and inclusion initiatives.
  • Valid Ontario Class 'G' driver's license free of serious offenses under the Highway Traffic Act.
  • Ability to work outside normal business hours as required.
