OverviewThis role is a vital component of the Financial Services team. The incumbent will function as the Controller for their designated service areas, overseeing budgeting, accounting, and funding processes to facilitate strategic decision-making, ensure financial viability, and promote effective delivery of financial services. This position also acts as the principal financial liaison between Financial Services and the supported service portfolio. By collaborating closely with senior management and key stakeholders, the incumbent will assist in the formulation of operating and capital budgets, manage various funding sources, and provide debt management services. Compliance with Board-approved policies, guidelines, and Generally Accepted Accounting Principles, particularly those relevant to local governments and Public Sector Accounting Board (PSAB) standards, is a critical responsibility. The incumbent will embody the organization's core values, including accountability, collaboration, customer service, employee development, adaptability, and leadership.
Key Responsibilities- Lead the creation of multiple operating and capital budgets, handling all associated funding, accounting, reporting, debt management, and forecasting tasks.
- Monitor and evaluate operating and capital expenditures, analyze budget variances, and generate regular capital progress reports.
- Provide guidance and interpretative advice to internal and external stakeholders regarding operating and capital budgets, cost scenarios, funding, and cash flow management.
- Assist in developing long-term financial strategies for various services.
- Consolidate budget submissions from different services, reviewing and preparing them for presentation to senior management.
- Collaborate with operational staff to conduct thorough reviews of budgets and forecasts, identifying funding needs and potential savings opportunities while reporting on variances.
- Oversee the preparation of portfolio financials, manage complex transactions, and ensure full-cycle accounting processes are effectively executed.
- Perform period-end and year-end tasks, prepare working papers, and work alongside the Financial Reporting team and other stakeholders, including external auditors, to finalize annual financial statements.
- Ensure compliance with applicable regulations regarding grant funding usage and prepare reports for claims submission to various funding agencies.
- Utilize diverse communication styles to engage and manage relationships with multiple stakeholders, as effective communication is essential for success in this role.
- Support various CRD services to maintain financial controls in program delivery, assist in special studies for the Financial Services division, and prepare reports for senior management on project cost-effectiveness and alternative funding sources.
- Compile financial statements, reports, and reconciliation documents in collaboration with the Financial Reporting team and other stakeholders for year-end and quarter-end processes.
- Recommend the development of new policies and amendments to existing procedures as necessary.
- Provide advice and support to commission and committee members as required.
- Collaborate with the Financial Systems team, IT, and service departments to analyze current and proposed ERP requirements and system enhancements.
- Work with stakeholders to develop and support bylaw development, staff reports, and other operational needs requiring a financial perspective.
- Offer functional advice, oversight, and guidance to financial analysts, as assigned.
- Exhibit a high level of senior engagement and accountability, adhering to the CPA British Columbia Code of Professional Conduct and the Government Finance Officers Association Code of Ethics.
- Comply with all policies, procedures, and standards of the CRD.

- Strong communication (both verbal and written), interpersonal, and customer service skills are essential for success in this role.
- In-depth knowledge of full-cycle accounting and the management of complex transactions are critical success factors.
- Experience in preparing year-end working papers, financial statements, consolidations, and account reconciliations.
- Familiarity with ERP systems, such as SAP.
- Understanding of relevant legislation, including the Local Government Act, Community Charter, and Public Sector Accounting Board principles.
- Ability to assess systems and recommend improvements or changes.
- Proven expertise in developing and supporting financial and management accounting principles and practices.
- Proficient knowledge of Multi-Fund Accounting in a local government or institutional context.
- Demonstrated ability in consolidating year-end financial statements and working papers.
- Knowledge of system analysis for computerized accounting systems, preferably Windows-based enterprise financial systems.
- Familiarity with accounting terminology and procedures governing centralized processes and standards.
- Proficient in various computer applications, including word processing, spreadsheets, project scheduling programs, and databases.
- Thorough understanding of computerized accounting systems.
- Knowledge of financial policies and procedures.
- Ability to work under pressure and meet deadlines.
- Capacity to assist in the development, integration, and maintenance of an enterprise financial system.
- Ability to resolve complex financial issues with minimal supervision.
- Degree in a relevant field.
- A minimum of 6 years of directly related experience.
- CPA Designation.
- Valid BC Driver's Licence.
