Forensic Nursing Review Board Liaison - Minimum and Medium Security Units

Overview

We are seeking dedicated professionals to fill two (2) temporary full-time positions in our Forensic Mental Health Services.

Key Responsibilities

  • Act as the representative for the Person-in-Charge during all BC Criminal Code Review Board hearings by compiling the official hospital report through a thorough examination of the clinical records; effectively communicate the Person-in-Charge's stance to clinical teams, legal counsel, the BC Review Board, and the Attorney General; organize and lead pre-hearing discussions with the patient's clinical team to address recommendations and hearing-related matters.
  • Prepare and present the hospital's case by engaging and preparing witnesses, managing evidence, cross-examining opposing witnesses, and drafting submissions; assess the necessity for legal representation in complex or high-profile cases; serve as a resource for FPS Leaders and the Review Board on pertinent issues.
  • Coordinate with the Review Board regarding patients under its jurisdiction, potential hearing adjournments, and liaise with the Ministry of Attorney General, Corrections Canada, and patient counsel concerning patients under the BC Review Board's oversight.
  • Draft briefing notes post-hearing to communicate Review Board decisions to the clinical team; collaborate with operational and nursing leaders on all matters related to Review Board hearings; report any decisions affecting policy, procedures, or resources to the Director of Access, Transitions, and Forensic Clinical Risk.
  • Ensure meticulous and accurate documentation of relevant information in accordance with FPS policy standards to meet regulatory requirements, including maintaining a Review Board exhibit binder for each patient.
  • Conduct forensic educational workshops and programs on the Criminal Code of Canada, the BC Review Board, and associated practice issues for staff, students, and other stakeholders; provide educational tours of the facility; act as a resource for hospital activities; participate in various task groups focused on policies and procedures.

Qualifications

  • Graduation from an accredited School of Nursing with current registration as an RN or RPN with the British Columbia College of Nurses and Midwives (BCCNM).
  • Completion of a post-basic specialty nursing certificate/program if applicable, along with three (3) years of recent, relevant experience in forensic mental health, including at least one (1) year of experience in developing, implementing, and/or delivering educational services, or an equivalent combination of education, training, and experience.

Skills & Knowledge

  • Comprehensive understanding of nursing theory and Forensic Psychiatric Nursing practices.
  • In-depth knowledge of BCCNM standards of professional practice and the Code of Ethics.
  • Proven knowledge of psychiatric disorders, medical and legal terminology, courtroom procedures, therapeutic modalities, risk assessments, the BC Review Board, its procedures and practices, the Mental Health Act, and relevant provisions of the Criminal Code.
  • Familiarity with applicable legislation (Forensic Psychiatry Act, Criminal Code, Mental Health Act) and its application in managing individuals under the care of FPH, with demonstrated ability to interpret and apply relevant legislation.
  • Strong communication skills, both verbal and written, with the ability to engage effectively with all levels of staff, the Ministry of Health, Review Boards, the legal system, related agencies, and patients, and to produce necessary reports and correspondence.
  • Commitment to understanding legislative obligations and provincial commitments as outlined in foundational documents, including the Truth & Reconciliation Commission's Calls to Action, BC's Declaration on the Rights of Indigenous Peoples Act, and other relevant initiatives.
  • A strong asset for consideration includes knowledge of the social, economic, political, and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism and cultural safety issues.
