We are seeking a highly skilled Proposal Specialist to join our team in Vancouver, BC. As a key member of our proposal team, you will be responsible for coordinating and supporting the development of proposals for major infrastructure projects in Western Canada.

Your primary focus will be on coordinating, supporting, and writing Request for Qualifications (RFQs), Request for Proposals (RFPs), Expression of Interests (EOIs), and market sounding submissions. You will also be responsible for developing proposal calendars and responsibility matrices, creating templates for proposals, resumes, and project sheets, and preparing, editing, and formatting proposal/bid sections, resumes, and project sheets.

You will work closely with internal and external stakeholders to develop high-quality submissions to secure new work. Your strong technical writing skills, attention to detail, and ability to work in a deadline-driven environment will be essential in this role.

We are looking for a highly organized and detail-oriented individual with a strong background in proposal development, preferably with experience in BC infrastructure projects or a similar environment. Key Responsibilities:

  • Coordinate and support proposal development for major infrastructure projects in Western Canada.
  • Develop proposal calendars and responsibility matrices.
  • Create templates for proposals, resumes, and project sheets.
  • Prepare, edit, and format proposal/bid sections, resumes, and project sheets.
  • Work closely with internal and external stakeholders to develop high-quality submissions.
  • Ensure all content is supplied by the team to be compliant with proposal requirements.
  • Prepare proposal/bid write-ups for various construction-related topics.
  • Manage SharePoint or other document management systems.
  • Track and report on Key Performance Indicators (KPIs) and other team objectives.
  • Ensure binders, USBs, tabs, covers, and other materials are ordered and available for final assembly of proposals.
  • Attend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned to report back to the project team.

Requirements:

  • University-level degree in English studies or background in journalism, communications, marketing, or related field.
  • Advanced skills in Microsoft Word, Excel, and PowerPoint.
  • Advanced skills in Adobe InDesign, Photoshop, and Illustrator, an asset.
  • SharePoint administration experience, an asset.
  • Marketing and design experience, an asset.
  • Technical background with a discipline focus in civil, structural, related technical discipline, or construction experience, an asset.
  • Date Entry experience, an asset.
  • HardDollar experience, an asset.
  • Knowledge of Canadian Press style guide, an asset.
  • A champion of inclusion and diversity.
  • Strong English language and technical writing skills, and an aptitude for understanding technical terminology.
  • Proposal Specialist will have a minimum of 5 years of relevant proposal development experience, preferably with BC infrastructure projects or a similar environment.
  • Bachelor's degree or diploma from recognized post-secondary institution in language, communications, marketing, business, or engineering, or equivalent experience.
  • Knowledge of industrial construction RFP and EOI processes, including bonding, safety, quality control, project controls, addenda, RFI's, contract types, and commercial requirements, would be an asset.
  • Flexibility to work overtime to meet proposal deadlines when required.
  • Ability to read industrial construction drawings and specifications, an asset.
  • Previous experience in consulting, engineering, or legal, and/or major project joint venture experience, desirable.
