Position Overview

Reporting directly to the Director of Risk Management, the Senior Operational Risk Consultant will take charge of overseeing, managing, and enhancing the operational risk management framework within VIA Rail.

As a subject matter expert, the consultant will devise and implement comprehensive strategies and frameworks aimed at identifying, assessing, monitoring, and mitigating operational risks across diverse business functions.

Additionally, the consultant will evaluate the effectiveness of existing risk management initiatives and mitigation strategies, providing detailed reports to senior leadership.

Collaboration with key stakeholders will be essential to integrate risk management into daily operations and foster a culture of risk awareness.


Operational Risk Management Program - Policy Development and Compliance
  • Oversee the operational risk management program, ensuring policies and procedures align with regulatory requirements and industry best practices, while recommending improvements for ongoing enhancement.
  • Work alongside internal experts to develop, implement, and maintain specific risk management programs required by regulations and best practices across various domains such as health, safety, cybersecurity, and environmental management.
  • Guide the implementation of risk management activities organization-wide, ensuring integration into daily business processes and decision-making.
  • Design and deliver training sessions on the operational risk management program and the development of risk assessors.
  • Engage with stakeholders to cultivate a robust risk culture and enhance awareness throughout the organization.

Risk Identification, Monitoring, and Governance
  • Coordinate activities related to the operational risk management program, acting as a subject matter expert.
  • Collaborate with business units to identify and assess risks, develop mitigation strategies, and monitor risk exposures linked to business activities.
  • Support the development and maintenance of risk governance frameworks, including risk appetite and tolerance levels.
  • Establish key risk indicators (KRIs) and metrics, performing qualitative and quantitative analyses, scenario planning, and historical data assessments to monitor operational risk exposures.
  • Participate in risk committees to provide insights and recommendations on operational risk issues.
  • Report on operational risk status and escalate issues to senior management and relevant committees as necessary.

Risk Assessments and Response
  • Lead workshops for risk assessments to identify and evaluate risks associated with operational changes, new initiatives, and projects.
  • Advise risk owners in identifying, developing, and implementing effective risk mitigation strategies and controls to minimize impact according to the risk appetite framework.
  • Communicate findings from risk assessments and corrective action plans.
  • Support business units during operational risk events and assist in updating crisis management and business continuity plans.

Oversight and Continuous Improvement
  • Engage in root cause analyses for breaches in risk tolerance related to operational events.
  • Conduct internal audits on the design and effectiveness of risk management processes and the performance of mitigation measures.
  • Prepare comprehensive reports with recommendations for improvement and provide updates to senior management.

Qualifications:
  • A university degree in risk management, engineering, business administration, safety, environmental management, or a related field.
  • 8 to 10 years of proven experience in operational risk management or a similar role within a comparable organization.
  • Strong understanding of operational risk management concepts, methodologies, and frameworks.
  • In-depth knowledge of various risk assessment methods and tools.
  • Certification in risk management and auditor certification is a plus.
  • Excellent proficiency in both official languages (English/French).
  • Willingness to travel occasionally.
  • Strong business acumen, interpersonal skills, problem-solving abilities, and a commitment to continuous learning.
