Fraser Health Authority is seeking a highly skilled and experienced Manager, Utility Plant to oversee the daily operational management and maintenance of designated central steam and/or hot water heating production/distribution Utility Plants, including Mechanical Systems, for physical plant health sites. The successful candidate will ensure a safe and reliable environment for the delivery of healthcare-related services, in accordance with regulatory requirements and industry best practices.
Key Responsibilities- Establish and implement departmental goals, objectives, and operational requirements consistent with the Authority's strategic and operational objectives.
- Manage the operations, maintenance, and repair of assigned site(s) central steam and/or hot water heating production/distribution Utility Plants, including Mechanical Systems.
- Provide operational leadership, including maintenance oversight of emergency generators.
- Develop and implement annual operating and capital budgets for assigned site(s); monitor expenditures, variance analysis, and reporting.
- Manage the recruitment, mentoring, and professional development of assigned staff and contract employees; supervise designated staff, determine staff schedules, and provide work direction and assignment of duties.
- Investigate work and/or staff performance issues and initiate disciplinary action up to and including termination; participate in grievance processes and other labour relation matters.
- Oversee the development and continuous improvement of maintenance programs, applying planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive, and responsive maintenance.
- Procure and manage the work of external service providers, directly or through subordinate supervisors; determine terms of reference, negotiate, and monitor contractual agreements for specialized maintenance, grounds, and renovation work.
- Manage assigned construction, renovation, and/or maintenance projects; liaise with stakeholders and coordinate the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.
- Oversee the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensure compliance by employees and external service providers.
- Develop and maintain key internal/external stakeholder relations and participate on committees as required; develop and prioritize capital infrastructure renewal plans in consultation with the Director and/or designate.
- Participate in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.
- Ensure that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification, and other relevant environmental standards.
A level of education, training, and experience equivalent to a British Columbia or Inter-Provincial First or Second Class Certificate of competency as a Power Engineer or Mechanical Engineering Degree, supplemented with five (5) to seven (7) years' recent, related progressive supervisory and management experience in a large, complex unionized environment or an equivalent combination of education, training, and experience.

Professional/Technical Capabilities:
- Demonstrated interpersonal skills coupled with the ability to apply sound management skills in selecting, developing, and coaching staff.
- Ability to prepare reports and recommendations to multidisciplinary audiences and consult individuals internal to the organization.
- Demonstrated project management experience.
- Ability to use spreadsheet and word processing applications.
- Adaptable and flexible to meet changing priorities and resource constraints.
- Knowledge and experience with the operation of air conditioning, refrigeration, electrical, and control systems, and human resources management.
- Physical ability to perform the duties of the job.
