Position Overview

This role is integral to the Sustainability, External Relations, and Indigenous Affairs Team, serving as a vital support structure for CAPP's federal advocacy initiatives concerning policy and regulatory issues. A strong policy acumen is essential, as the Senior Federal Affairs Consultant will coordinate legislative and regulatory efforts, provide expert guidance on parliamentary matters, and cultivate relationships with key federal stakeholders. This position demands a strategic thinker with a profound understanding of parliamentary procedures, legislative processes, and federal policies. It is a permanent full-time role based in Ottawa, reporting to the Assistant Vice President, Public Policy & Strategic Engagement.

  • Assist in the development of policy initiatives.
  • Continuously monitor and deliver timely, insightful analyses of federal government and parliamentary activities to foresee and identify risks, opportunities, and issues pertinent to CAPP's strategic goals, including climate policy, environmental concerns, energy security and affordability, economic development, finance, and Indigenous relations.
  • Provide timely, high-quality updates on federal policy and regulatory strategies, member briefings, and policy summaries related to specific topics.
  • Proactively establish and maintain robust working relationships with federal government officials, political staff, and Parliamentarians to further CAPP's policy objectives.
  • Collaborate closely with industry thought leaders to align efforts and amplify the organization's voice.
  • Participate in industry conferences, seminars, and other events to network, gather intelligence, and represent CAPP.
  • Work with subject matter experts at CAPP to pinpoint areas of policy and regulatory focus that require real-time monitoring and analysis.
  • Partner with third-party government affairs consultants to proactively track federal legislative activities and government proceedings, ensuring CAPP remains well-informed and can respond effectively to emerging policy developments.
  • Act as an advocate for Canada's oil and natural gas sector.
  • Perform other duties as necessary.

Qualifications

  • Post-secondary degree in public policy, political science, public relations, or a related discipline.
  • A minimum of 7 years of relevant experience; experience on Parliament Hill is advantageous.
  • A strong grasp of the oil and gas sector and the regulatory landscape across various jurisdictions in Canada (federal, provincial, territorial).
  • A solid understanding of public policy, governmental processes, and legislative frameworks.
  • Exceptional written communication skills, demonstrating the ability to convey complex ideas clearly and concisely to diverse audiences.
  • Eligibility to work legally in Canada and the ability to lobby at the federal level.

  • Proven experience in project coordination, with the ability to multitask, prioritize, and respond effectively to competing deadlines.
  • Strong analytical and problem-solving capabilities, with a focus on data-driven decision-making.
  • Proficiency in French is considered a significant asset.
  • Work hours may vary occasionally.
