As the User Terminal Program Manager, you will be integrated into the existing User Terminal development team, focusing on partnerships with external technology vendors to deliver user terminal solutions for Telesat. Reporting to the Director of User Terminal Program Management, this role is crucial as user terminals are being developed for various market segments considered by Telesat.
This position demands a seasoned program manager with a proven track record in the development of satellite user terminal technologies, alongside experience in the manufacturing, delivery, and installation of satellite user terminal products. The User Terminal Program Manager will act as a central point of contact, necessitating a collaborative team player adept at navigating a multi-functional organization that includes engineering, program management, business development, and sales.
Main Responsibilities- Oversee the planning and execution of multiple vendor programs, managing scope (contract, statement-of-work, work-breakdown-structure, monthly executive reporting), schedule, milestones, risks, opportunities, and budget.
- Manage user terminal programs, including flat panel antennas, and provide progress reports.
- Ensure accurate tracking and reporting of both internal and external vendor developments, identifying risks and challenges for the overall Lightspeed program.
- Collaborate closely with product, program, engineering, and commercial teams to understand user terminal requirements and ensure timely and budget-compliant vendor solutions.
- Partner with Telesat engineering, legal, and contracts teams to assist in the preparation of partnership, development, and supply agreements with selected vendors.
- Develop and implement program initiatives for the Telesat Lightspeed constellation in close cooperation with commercial and services teams.
- Create necessary documentation for effective management and execution of user terminal programs in collaboration with technical experts in the engineering team, including dashboards.
- Evaluate vendor development progress and prepare program inputs for presentations to brief Lightspeed leadership on highlights, challenges, and future plans.
- Collaborate with suppliers to develop cost-effective design initiatives that meet target production costs for user terminals.
- Bachelor's degree in engineering or a related field with a focus on communication systems or satellite terminals.
- A minimum of 6 years of program management experience in a STEM discipline, including at least 2 years in the satellite communications sector.
- A Master's degree or MBA is advantageous.
- Extensive experience managing multiple concurrent and interdependent projects.
- Strong proficiency in project management tools, including Microsoft Project or similar scheduling software (e.g., Primavera Cloud, Primavera P6, Jira).
- General understanding of modem, RF, electronics, and antenna technologies.
- Experience addressing business considerations and practical limitations related to system design and implementation.
- Experience working with external vendors, including design and manufacturing facilities.
- Ability to prioritize opportunities, needs, and resources effectively.
- PMP Certification is a plus.
- Fluency in English, both written and verbal.
- Make decisions regarding task priorities as needed while leading external vendor designs.
- Exhibit self-motivation and the drive to see varied tasks through to completion.
- Ability to collaborate effectively with a diverse global team.
- Capability to articulate technical solutions in a clear, concise, and accurate manner.
- Ability to operate effectively in ambiguous situations and make sound decisions.
- No direct reports; however, this role is expected to lead multi-disciplinary project teams and provide technical guidance to other engineers or specialists.
- Supervision of suppliers/contractors during supplier-facing activities.
- This position is based out of the Ottawa, ON office.
- Full-time office or hybrid work arrangement (60/40 office/remote), subject to work requirements.
- Working conditions are generally comfortable and typical of an office environment.
- Occasional travel, including international travel, is anticipated.
