Job Title: GIS Analyst

Job Summary:

The City of Vancouver is seeking a highly skilled GIS Analyst to join our team. As a GIS Analyst, you will be responsible for investigating, analyzing, and developing GIS solutions to support the City's operations.

Key Responsibilities:

  1. Elicit and analyze business requirements from clients to design and develop GIS solutions.
  2. Evaluate existing and proposed processes and systems to drive design and development of enhancements and new GIS solutions.
  3. Configure and develop custom GIS solutions using the City's ESRI platform.
  4. Facilitate discussions with GIS users to identify challenges and develop procedures and standards.
  5. Develop and implement strategies for encouraging data governance best practices and adoption of standards.
  6. Provide technical assistance and serve as a resource for GIS solution products, data visualization, and GIS analysis.
  7. Plan, document, and execute GIS solution implementation, including rollback strategies and coordination with other teams.
  8. Estimate time and cost of research, analysis, and development activities and report progress to management.
  9. Prepare and maintain user and operations documentation to ensure service levels can be measured and achieved.
  10. Prepare test data, test scripts, and test environments, conduct testing, debug programs, and support user acceptance testing.
  11. Stay current with developments in GIS, spatial analysis, programming languages, data modeling, integration tools, database technologies, and data visualization tools.
  12. Ensure cybersecurity and privacy compliance requirements are met.

Requirements:

Education and Experience:

  1. Completion of a university degree or college diploma in Computer Science, Information Technology, or GIS.
  2. 3 years of experience with implementation and maintenance of ESRI GIS solutions, preferably in a municipal environment.
  3. 3 years of experience with SQL, Python, and FME scripting.
  4. 3 years of experience with user engagement, requirements gathering, and change management.
  5. Completion of a GIS professional designation or ESRI certification is an asset.

Knowledge, Skills, and Abilities:

  1. Excellent oral, written, and presentation skills with the ability to communicate complex ideas to all levels of the organization.
  2. Ability to establish and maintain effective working relationships with technical and non-technical staff.
  3. Advanced skills in ESRI ArcGIS Pro, including extensions such as Spatial or Network Analyst.
  4. Experience configuring web-based GIS solutions using Story Maps, Experience Builder, and Dashboards in ArcGIS Enterprise and ArcGIS Online environments.
  5. Strong skills with ESRI geodatabases, geodatabase modeling, and data warehouses.
  6. Strong SQL skills in a Microsoft SQL Server environment.
  7. Ability to strategically answer complex business questions through data analysis, scenario modeling, data visualizations, and creative thinking.
  8. Ability to leverage strong analytical, technical, and troubleshooting skills to solve complex problems and perform root cause analysis.

Working Conditions:

This is a temporary full-time position with a start date of October 2024 and an end date of December 2025. The salary range is $47.62 to $56.27 per hour.
