With a robust leadership team and a committed workforce, coupled with our expertise in logistics and marketing, PMC is strategically positioned to offer our clients flexible, value-driven services now and into the future.
We are seeking highly motivated professionals who thrive in a collaborative and dynamic work environment.
Currently, there is an opening for an Environmental Compliance Specialist to enhance the implementation of our environmental initiatives, particularly focusing on our Northern Alberta operations.
Based at our Plains Fort Saskatchewan Facility (PFS), your primary responsibilities will include overseeing programs related to soil monitoring, groundwater assessments, air quality surveys, waste management, and surface water evaluations. Additionally, you will play a pivotal role in the planning and execution of our Environmental Protection Program, ensuring compliance with our Operational Management System (OMS) standards, regulatory obligations, and adherence to industry best practices.
Key Responsibilities:
- Collaborate with corporate technical teams to ensure timely completion of monthly and annual regulatory reports as mandated by operational licenses, including data submissions and program summaries.
- Assist operational teams in pre-planning and executing turnarounds, expansion projects, and daily operational needs to guarantee environmental compliance, including the formulation of relevant procedures.
- Coordinate with the Regulatory department to ensure all necessary notifications to regulators are completed, such as flaring and turnaround notifications.
- Review project scopes, select and manage contractors, oversee budget expenditures, request purchase orders, schedule work, and supervise as necessary while approving invoices against purchase orders.
- Conduct routine monitoring and oversight of operational tracking requirements at facilities, including brine pond underdrain collection and wastewater sampling.
- Report non-compliance issues to regulators as required and manage follow-up actions until resolution.
- Serve as the primary contact for site audits and regulatory approvals conducted by the AER, ensuring all necessary follow-up actions are completed.
- Provide guidance on operational permit renewals and amendments, managing third-party contractors as needed.
- Oversee incident management and action item assignments.
- Conduct reviews and development of Maximo Management of Change (MOC) processes.
- Support integrity assessments, project safety plans, waste audits, and bi-annual environmental inspections as per OMS requirements, including on-site supervision of contractors.
- Deliver environmental orientations to both existing and new personnel as required.
- Participate in weekly operational and Area Management Team (AMT) meetings, presenting updates and providing guidance on regulatory changes or potential environmental risks.
- Lead and manage environmental projects, including monitoring programs that necessitate borehole installations and surface water containment initiatives.
- Champion the Environmental Protection Program (EPP) and Health, Safety, and Environment (HSE) policies within supported areas as part of the Plains Operations Management System.
- Provide support and guidance on the environmental inspection program, ensuring regular inspections are conducted.
- Cross-train in Health and Safety responsibilities.
Qualifications:
- Post-secondary education in a relevant field.
- Over 7 years of progressive technical and operational experience in environmental compliance programs within NGL facilities and oil transportation sectors.
- Expertise in coordinating and budgeting for environmental programs, including soil and groundwater monitoring, waste management, and data collection.
- Experience in preparing and submitting monthly and annual regulatory reports.
- Strong understanding of regulatory approvals and compliance requirements.
- Knowledge of spill remediation and incident response processes.
- Familiarity with air emissions monitoring and reporting at oil and gas facilities.
- Ability to work independently in a fast-paced environment.
- Highly organized with excellent written and verbal communication skills.
- Direct operational experience is advantageous.
- Proficient in Microsoft Office applications (Excel, Word, PowerPoint, etc.).
- A collaborative team player capable of managing multiple priorities.
- Ability to build and maintain positive relationships with internal and external stakeholders.
- Valid driver's license with a clean driving record.
- Clear criminal history and satisfactory reference checks.
