The Windsor-Detroit Bridge Authority (WDBA) presents a distinctive opportunity to contribute significantly to the largest bi-national infrastructure initiative in North America – the Gordie Howe International Bridge. As a Canadian Crown corporation, we are dedicated to executing our mission of constructing and managing this new international bridge at the busiest commercial land border crossing between Canada and the United States. The Gordie Howe International Bridge project represents a monumental undertaking, valued at $6.4 billion (CDN), encompassing the delivery of four primary components: the longest cable-stayed bridge in North America, the largest Canadian and US Ports of Entry (POE) along the Canada-US border, and a new interchange facilitating direct access to the Michigan Interstate system.
Role Overview
At WDBA, we prioritize our personnel and their contributions within a framework of trust, support, and commitment. As a key member of the Border Operations & Maintenance (BO&M) Department, reporting directly to the Chief Operations Officer (COO), the Operations Manager will facilitate operational services pertaining to research, analysis, report generation, special projects, issue resolution, as well as planning and policy formulation. This role will entail conducting special studies and investigations, gathering and interpreting highly sensitive data, and developing recommendations for strategic planning. The Operations Manager will also coordinate extensive, cross-corporate reports and represent the COO's office in internal and/or external committees and working groups. Furthermore, this position will oversee and monitor the progress of administrative tasks and initiatives within the Operations Department, including budget management, scheduling, communications (both internal and external), workshops, corporate objectives (Viva Goals), and reporting.
Qualifications and Requirements
- A university degree in Law, Public Policy, Public Affairs, or a related field is essential. An MBA or Master's degree focused on policy development and implementation is preferred.
- A minimum of 7 years of experience in complex analysis and technical writing is preferred.
- Experience in researching, analyzing, and interpreting legislation, policy, and data related to capital delivery and border crossings is required.
- Familiarity with Facilities Management, OMR, Border Operations, and/or Tolling Operations is considered advantageous.
- A minimum of 5 years of project management experience in a Federal government or P3 environment is necessary.
- Experience in managing relationships with senior management and external stakeholders is essential.
- PMP designation or relevant program management certification is a plus.
- Exceptional skills in data and information analysis, policy development, and technical writing are required.
- Strong interpersonal skills with the ability to foster and maintain positive relationships are essential.
- Sound professional judgment, initiative, and influencing skills are necessary.
- Capability to develop and deliver training programs to staff members is required.
- Experience in project management and leadership, along with hands-on experience in developing and managing departmental budgets, is essential.
- A strong understanding of North American border crossing legislation, regulations, and policy, with the ability to educate non-technical staff on interpretation, is necessary.
- High attention to detail and strong organizational skills are required.
- Proficiency in Microsoft Office 365 suite, Power BI, and Viva Goals is necessary.
- Expert-level writing and communication skills are essential.
