As a vital member of the Human Resources division, this role offers strategic vision, performance enhancement, coaching initiatives, and leadership to the entire organization, aligning with the municipality's overarching goals and strategic priorities. Collaborates with all departments to cultivate, inspire, and engage staff.

Key Responsibilities:

  1. Provides direction, oversight, mentoring, and consultation to team members within the Human Resources division, allowing staff the freedom for innovation and professional growth.
  2. Guides the team in alignment with organizational goals, culture, best practices, and both team and individual objectives.
  3. Exemplifies the desired values, behaviors, confidentiality, and professionalism that foster a safe, ethical, and healthy team environment.
  4. Manages payroll operations and ensures compliance with relevant legislation.
  5. Supervises benefits and total rewards programs.
  6. Develops strategies aimed at attracting and retaining skilled employees.
  7. Contributes to the development of the organization's cultural initiatives, promoting a respectful, inclusive, and engaging workplace.
  8. Advises the Chief Administrative Officer and Directors on Human Resource issues as needed.
  9. Oversees the creation, enhancement, and implementation of Human Resources policies and procedures in accordance with legislative and regulatory requirements and best practices.
  10. Possesses experience in interpreting and implementing collective agreements and managing labor relations.

Education and Experience:

  1. Bachelor's degree in Human Resources, Management, Business, or Public Administration, or an equivalent combination of education and experience in a related field.
  2. CPHR designation is considered an asset.
  3. Over 10 years of progressive experience in Human Resources and municipal leadership.
  4. Experience in collective bargaining is preferred.

Required Certifications and Documentation:

  1. Criminal Record Check.
  2. Proof of qualifications as required.

Expected Skills and Attributes:

  1. In-depth knowledge of payroll legislation and Alberta Labour Standards.
  2. Exceptional communication skills across various media.
  3. Ability to cultivate and maintain positive and effective relationships with Council, staff, the public, and other stakeholders.
  4. Competency in de-escalating and resolving conflicts.

Working Conditions:

  1. Standard office conditions involving extended periods of sitting, reading, and concentration.
