Position Overview: Reporting to the Supervisor of Building Officials, the incumbent plays a vital role in ensuring the effective and efficient provision of building inspection services for the City.
Key Responsibilities:
This position is essential for the ongoing success and development of the City of Whitehorse. The incumbent is responsible for the following:
- Evaluating building and plumbing permit applications, along with associated plans and specifications, to ensure adherence to relevant codes, bylaws, and standards. Providing technical guidance and interpretation to assist applicants, contractors, and professional consultants with necessary design modifications; issuing building and plumbing permits; and maintaining comprehensive records including plans and documentation of inspections and violations.
- Conducting site inspections and assessing building projects for compliance with codes, bylaws, and standards, with a strong emphasis on occupant safety. The role involves specifying corrective measures, preparing detailed reports, and investigating any violations.
- Addressing and resolving complaints and infractions related to construction activities, issuing occupancy approvals, final approvals, Notices of Violation, Notices of Enforcement, and Stop Work orders as required.
- Providing expert knowledge in residential construction, interpreting and enforcing the National Building Code, Building & Plumbing Bylaw, Zoning Bylaw, and serving as a resource for the public, building contractors, consultants, external agencies, and other departments within the City.
- Responding to inquiries and complaints from customers, consultants, and both internal and external agencies; organizing meetings to discuss building inspections, and offering information and guidance regarding building/plumbing permit applications and processes.
- Engaging in continuous departmental process evaluations and contributing recommendations to enhance departmental policies and procedures, ensuring effective coordination among sections for timely issuance of building/plumbing permits and inspections, as well as compliance with development permit conditions.
- Assisting with special projects aimed at improving departmental processes, modernizing permitting, and revising bylaws and policies.
- Compiling and maintaining statistics related to building permits and inspections, and preparing reports for management and/or elected officials.
- Acting as Senior Building Official or Supervisor of Building Officials as assigned.
- Adhering to established safety protocols and standards to the extent practicable.
Working Conditions:
The role involves a standard work schedule of 8:30 AM to 4:30 PM, Monday to Friday, totaling a 35-hour workweek. The incumbent will work both indoors and outdoors, with site visits requiring exposure to various weather conditions and construction hazards. Each inspection location may present unique challenges and risks.
Education and Certifications:
- Journeyman Certificate in plumbing or carpentry.
- Must enter the BOABC 'Building Official in Training' program within the first three months of employment, with completion of BOABC Level 1 certification within the first year. Other levels of certification may be accepted, and more senior roles will be considered for candidates with aligned experience and education.
- Standard First Aid/CPR certification required within one year.
- Conflict resolution training required within one year.
- Valid Class 5 Yukon Driver's license.
Experience:
A minimum of five years as a journeyman with progressively increasing responsibilities. Familiarity with the National Building Code, National Plumbing Code, Building and Plumbing Bylaw, and Zoning Bylaw is essential.
Personal / Professional Attributes:

- Able to work effectively both independently and as part of a team.
An equivalent combination of education, training, and experience may be considered.
Equipment Utilization:
Proficient in using general office equipment such as MS Outlook, Word, Excel, and Adobe Pro, as well as specific programs like GP, GIS, and Point of Sale terminals. Familiarity with City vehicles and small tools is also required.
