Position Overview

The Field Specialist for Tunnels and Portals plays a crucial role in supervising the construction activities associated with the Exhibition Portal, South Civil tunnels, Emergency Service Buildings (ESBs), and Emergency Exit Buildings (EEBs). The project begins with the construction of the Exhibition Portal, followed by the launch of two Tunnel Boring Machines (TBMs) to initiate tunneling operations. The South Civil Tunnels consist of 7 kilometers of twin-bored tunnels extending east-west beneath a major urban area, intersecting with six underground stations. Concurrently, the ESBs and EEBs will be developed alongside the tunneling efforts. Given the proximity to active rail lines, all operations must adhere strictly to rail safety protocols and local regulations.

Key Responsibilities:

  • Supervising the South Civil Contractor's operations at the tunnels and portal, including emergency service and exit buildings, acting as the designated representative on-site.
  • Maintaining comprehensive daily logs of observations, site personnel, materials, equipment, completed work, and any issues encountered.
  • Reviewing submissions and deliverables from the South Civil Contractor related to construction and support for the project.
  • Identifying and addressing non-conformances and other issues to enhance project outcomes, with a particular focus on Inspection and Test Plans (IPTs).
  • Ensuring that all contractor activities comply with contractual obligations regarding health, safety, environmental standards, quality, schedule, and cost efficiency.
  • Reporting on project progress, identifying potential risks, and escalating issues to the Project Manager.
  • Contributing to the development of strategies to resolve non-conformances and mitigate risks.
  • Collaborating with discipline leads to leverage expertise in health & safety, environmental standards, quality assurance, and project controls.
  • Fostering strong relationships with the contractor's site team.
  • Validating progress reports and data from the contractor against personal observations and records.
  • Providing insights for progress reports related to the tunnels and portal, ESBs, and EEBs.

Qualifications:

  • A bachelor's degree (or equivalent) with 8-10 years of relevant experience, or 12-14 years of applicable work experience.
  • Experience in managing large-scale infrastructure projects, particularly in urban rail environments.

Essential Skills:

  • Prior experience in construction supervision roles overseeing infrastructure projects of similar scope and complexity.
  • Strong interpersonal and communication skills, both verbal and written.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Commitment to Environment, Safety, and Health (ES&H) standards.
  • Dedication to a Zero Accident safety philosophy.
