Job OverviewUnder the supervision of the Manager of Procurement, the Lead Procurement Specialist is tasked with the evaluation of organizational expenditures, conducting market research, and developing as well as executing competitive documents and contracts for both capital and operational needs of the City. This role also involves contributing to strategic initiatives and the execution of both short-term and long-term procurement objectives and business planning.
Key Responsibilities:
- Conduct comprehensive market research and solicit bids through the creation and distribution of competitive documents, including tenders, requests for quotations, and proposals; lead evaluation committees and negotiate with vendors and contractors; assess submissions and compile detailed reports for senior management and council, including contract recommendations.
- Draft and manage supplier contracts; oversee monitoring, renewal, negotiation, and termination of contracts. Provide guidance on policies, procedures, bylaw requirements, and contract law to staff and client departments.
- Collaborate in the development, implementation, and training of policies, procedures, and software enhancements to ensure effective service delivery.
- Process requisitions and purchase orders, and assist with training and troubleshooting issues. Address discrepancies related to purchase orders and invoices.
- Stay informed on relevant laws, trade agreements, construction acts, health and safety regulations, insurance, and municipal purchasing bylaws to support procurement activities.
- Offer ongoing support to procurement staff by troubleshooting complex issues and presenting solutions to the Manager.
- May assume supervisory responsibilities in the absence of the Supervisor.
Qualifications:
- A three-year diploma in Business Administration or a related field, coupled with a minimum of five years of relevant procurement experience in a computerized environment, preferably within municipal settings; or an equivalent combination of education and experience.
- A valid designation in either Supply Chain Management Professional (SCMP), Certified Supply Chain Leader, or Certified Professional Public Buyer (CPPB) is required.
- Proficient in using PC equipment and related software (e.g., MS Office Suite, PeopleSoft, Bidding Software). Familiarity with PeopleSoft modules and eSolutions Bids & Tenders software is advantageous.
- Strong prioritization, attention to detail, and analytical skills, with the ability to perform under pressure and meet strict deadlines.
- Capability to work independently and efficiently amidst frequent interruptions while maintaining productivity.
- Knowledge of purchasing law, trade agreements, and municipal purchasing best practices is preferred.
- Excellent customer service skills and effective communication abilities to interact with all levels of staff, elected officials, and the public; strong interpersonal skills to foster positive working relationships.
- Attributes of integrity, initiative, cooperation, patience, and tact.
- Possession of a valid Ontario Driver's Licence, minimum Class 'G', in good standing.
Successful candidates will be required to undergo a Criminal Records and Judicial Matters Check as a condition of employment.
