Objective of the Research Initiative
The primary aim of this research initiative is to investigate YWCA Metro Vancouver's historical involvement with Indian residential schools and hospitals, as well as assimilation practices, to acknowledge and understand our past. This work is essential for fostering healing relationships with Indigenous and First Nations communities and planning for reparative actions.
Project Overview
In 2023, YWCA Metro Vancouver commenced a comprehensive research initiative to gain insights into our historical connections to residential schools and hospitals, our role in assimilation practices, and the resulting impacts. This initiative aims to identify potential pathways for apology and reparations.
In the initial phase, supported by a grant from the UBC Community University Engagement Support Fund, YWCA collaborated with UBC Library and Rare Books and Special Collections to catalogue, preserve, and publicly share our archival records.
Guided by an internal working group and an external advisory council composed of individuals with relevant lived and professional experiences, we engaged Reciprocal Consulting Inc. to formulate the YWCA Archives Research Plan, which will direct the subsequent phase of the project. This plan outlines a methodology for conducting archival research in accordance with Indigenous data sovereignty principles and ethical standards.
Phase 2: Research (Current Stage)
We are in search of a researcher to spearhead Phase 2 of the Archives Project. Utilizing the Research Plan as a framework, the researcher will thoroughly examine the organization's archival materials to document, summarize, and interpret our relationship with Indigenous communities through a gendered perspective.
As an institution historically guided by Christian values, the YWCA has served the community during the era when residential schools and Indian hospitals were operational across the province. Preliminary assessments indicate that our archives, along with national archives, contain significant information regarding Indigenous women and girls and the organization's assimilation practices through the provision of housing and other services.
This phase will primarily focus on the organization's archival materials, but may also encompass written and oral records from national archives, municipalities, religious organizations, medical facilities, First Nations communities, libraries, and more. The researcher is expected to collaborate closely with the YWCA's internal working group and advisors to define the scope and establish parameters for Phase 2 of the project.
Expected Outcomes
Based on the archival materials, the researcher will apply a gendered lens to summarize the evolving relationship between the YWCA and Indigenous communities, acknowledging the truth of the organization's role in assimilation and its ongoing impact on Indigenous women and girls.
In alignment with OCAP Principles and CARE Principles, the researcher may:
- Catalogue and describe archival materials relevant to Indigenous women and girls and the project's objectives.
- In collaboration with the YWCA, uphold protocols and invite Indigenous communities to share oral histories, records, or archives that could further illuminate the YWCA's involvement in residential schools, Indian hospitals, and other colonial practices.
- Engage with other researchers and institutions as necessary.
- Adhere to protocols for consultation and engagement with Nations on whose territories the YWCA operates and/or Nations referenced in archival materials.
- Identify gaps in materials and recommend further research opportunities.
- Highlight omissions in the archival records.
- Deliver a comprehensive report summarizing findings in a format agreed upon by all rights holders.
- Provide guidance and recommendations for future community reconciliation and reparative actions.
Research Tasks and Timeline
Throughout the research phase, the archives working group will continue to strengthen relationships with Host First Nations, Indigenous-led organizations, and Indigenous communities. Following the research phase, the archives working group will initiate a community engagement phase to share findings, gather community input, and develop a reparative plan.
Archival Research
- Utilize the research plan as a guide, in consultation with the working group, to define research scope, establish questions, and plan the project.
- Participate in necessary meetings.
- Examine YWCA archival materials stored at UBC.
- Catalogue and describe materials pertinent to the project objectives.
- Investigate other public archives as required.
Analysis of Information
- Analyze collected materials and identify gaps.
- Provide regular updates to the YWCA on progress and share preliminary findings.
Report Preparation
- Collaborate with the YWCA and potential community partners to determine the report format.
- Draft and finalize the report for review and feedback.
- Work with the YWCA to establish a dissemination and engagement plan.
Recommendations for Reconciliation and Reparations
- Utilizing existing examples and considering the organization's unique community presence, assist in conceptualizing a plan for moving forward in the spirit of reconciliation, including guidance on further research and engagement with individuals and communities affected by the YWCA's historical actions.
Budget
The budget for this project is set between $38,500 and $45,000.
Proposal Submission Guidelines
Interested candidates are invited to submit a proposal for Phase 2 of the Archives Research Project. Preference will be given to Indigenous applicants.
Proposals should include:
- A demonstration of expertise in Indigenous history, archival research, trauma-informed methodologies, and implementation of OCAP and CARE Principles.
- An outline detailing the research approach, proposed activities, timeline, and budget within the specified range.
- A clear understanding of the necessary steps and capacities for conducting a project of this magnitude.
- One to two examples of previous research work.
- Two professional references.
Evaluation Criteria
Proposals will be evaluated based on:
- Alignment with the research objectives and scope (10%)
- Demonstrated connection to Indigenous communities and expertise in Indigenous research methodologies, community engagement, and trauma-informed approaches (50%)
- Capacity to conduct research within the specified timeline and budget (30%)
- Relevance of previous research examples and references (10%)
