Position Overview:
The LOTO Officer will be deployed to one of our construction sites in Ontario, Canada. The selected individual will play a key role in fostering a safe working environment by overseeing and managing the lockout tagout processes within operations. This position involves collaboration with a site team that includes a Site Manager, Supervisors, HSE Officers, Quality Assurance Specialists, and Administrators. The role encompasses both documentation tasks and on-site responsibilities to ensure adherence to project compliance.

Key Responsibilities:

• Ensure the implementation of ANDRITZ's established LOTO Program at the construction site, adhering to health, safety, and environmental (HSE) plans in line with company standards, client requirements, and governmental regulations.
• Assist the Site Manager in managing and executing LOTO protocols for workers, subcontractors, and partners.
• Act as the primary local liaison with customer representatives and site installation/commissioning teams.

Essential Duties:

• Implement and oversee the LOTO Program for the project.
• Design and enforce Permit To Work practices as necessary.
• Review and validate LOTO and PTW documentation and system packages.
• Support the initiation of various subsystems with commissioning representatives.
• Assist in the commissioning of turbines, generators, automation, protection systems, intake gates, and auxiliary systems.
• Help identify energy-related risks and define control measures through safe work procedures and Job Safety Analysis.
• Conduct LOTO Focus Audits to ensure program compliance.
• Participate in Daily JHA Tailboard and Site Safety Meetings concerning energy-based safety.
• Coordinate and communicate all changes to the established LOTO procedures.
• Support investigations into LOTO-related incidents.
• Provide LOTO and Energy-Based Safety training to employees as required.
• Recommend immediate corrections for any LOTO deficiencies and verify the effectiveness of corrections.
• Collaborate with Installation and Commissioning teams as necessary.
• Assist in the implementation of the HSE Program as required.
• Work in conjunction with the HSE Officer as needed.

Qualifications:

• A minimum of 5 years of experience in LOTO/PTW/HSE management within construction or heavy industries.
• A Bachelor's Degree or College Diploma (DEC) in Electrical or Mechanical Engineering or relevant experience.
• Familiarity with Provincial (Ontario) Construction Safety legislation.
• Experience in a unionized environment.
• Experience on construction sites, particularly in hydro power plants, is an asset.
• Strong communication skills (both verbal and written) across all organizational levels.
• Leadership abilities and a collaborative team player focused on common goals.
• Proven skills in auditing and training.
• Strong customer service orientation.
• Excellent problem-solving capabilities, including root cause analysis expertise, sound judgment, initiative, and creativity.
• Willingness to travel and flexibility with work schedules.
