The City of Toronto's Parks, Forestry & Recreation division is seeking a highly skilled and knowledgeable Senior Organizational Change Consultant to contribute to the Enterprise Work Management Solution (EWMS) project team.
Key Responsibilities:
- Evaluate organizational preparedness and collaborate with the change management team to formulate change and communication strategies addressing critical areas.
- Identify risks (both internal and external) and potential repercussions linked to change initiatives, proposing and executing measures to mitigate adverse effects.
- Work with training personnel to integrate change management principles into the creation of training materials and the execution of training sessions.
- Assess and predict organizational and stakeholder readiness, especially within a public sector unionized context, and provide recommendations to senior management to enhance change capacity.
- Oversee stakeholder management, including conducting and documenting stakeholder change impact assessments and outlining necessary actions to support new behaviors.
- Develop, maintain, implement, and communicate a change management framework, including policies, procedures, tools, and resources to foster consistent change management practices.
- Identify key stakeholders and assist in crafting stakeholder engagement and communication plans.
- Apply change methodologies and principles to contribute to the development of strategies and implementation plans for the division.
- Research and recommend new opportunities, continuous improvement strategies, and emerging technologies to enhance change management practices.
- Act as a subject matter expert, advising on effective change management frameworks, strategies, tools, and resources across various divisions.
- Engage with senior leaders to ensure alignment and secure appropriate sponsorship for initiatives to achieve successful outcomes.
- Utilize assessment data to pinpoint areas of focus and potential strategies to address needs, including identifying resistance and performance gaps.
- Assess learning requirements to determine the scale and complexity of development needs, and devise plans that include resource and budget considerations.
- Recognize the influence of organizational culture on change initiatives and design strategies that account for these impacts.
- Involve relevant stakeholders at appropriate stages by developing and executing stakeholder engagement strategies.
- Facilitate discussions and promote systematic dialogue among stakeholders to address root causes and performance gaps.
- Develop corporate data analytics for performance evaluation, including return on investment metrics, and propose improvements based on findings.
- Define success metrics and monitor progress, evaluating outcomes against established objectives.
- Conduct evaluations and recommend adjustments to processes based on lessons learned.
- Establish a strategy for embedding change to sustain benefits, including knowledge transfer and continuous improvement practices.
- Ensure stakeholders understand the rationale for change initiatives.
- Prepare materials for communicating change to senior management and sponsors, including reports and presentations.
- Collaborate with the communications team to craft key messages for all levels of communication.
- Provide leadership and guidance on best practices and innovations within the change management community.
Key Qualifications:
- Post-secondary education in a relevant field (e.g., Business Administration, Strategic Management, Organizational Development) or an equivalent combination of education and experience. Formal change management accreditation is required (e.g., Prosci or CCMP).
- Extensive experience in change management within a major public or private sector organization, preferably in a public sector and/or unionized environment.
- Significant experience leading technology-driven change projects with a focus on behavioral change and technology adoption.
- Proven ability to work strategically with stakeholders to identify potential change impacts and ensure effective change plans are established.
- Strong communication skills with senior leaders in an advisory capacity, particularly regarding their role in effective change leadership.
- Comprehensive understanding of change management processes, including assessments, stakeholder engagement, and communication planning.
- In-depth knowledge of current change management methodologies and tools.
- Excellent negotiation, influencing, and presentation skills, with the ability to facilitate discussions among various group sizes.
- Resourceful, able to multitask, and possess strong consulting skills.
- Ability to establish and maintain collaborative relationships with diverse stakeholders to meet corporate objectives.
- Willingness to travel to various City of Toronto work locations as needed.
- Possession of a valid Province of Ontario, Class 'G' Driver's License is an asset.
